Open Until Filled General Description: Seeking a Senior Human Resources Associate to assist employees and management for the Department of Environmental Quality. Provides a full range of Human Resource services that include payroll, recruitments, interviews, new hire processing, benefit administration, FMLA, personnel law/policy/rule interpretation, personnel record administration, and backup on classifications and performance management evaluations. Function as a liaison for the Employees Group Insurance (EGI) and Wyoming Retirement System (WRS) by providing benefit information and facilitating enrollment. Ensures that State and Federal laws are followed. Human Resource Contact: Lindsey Galindo / 307-777-6798 / lindsey.galindo@wyo.gov Essential Functions: Submits transactions into the payroll system (CGI). Reviews and assures the accuracy of transactions. Audits and approves hourly and salary timesheets. Respond to questions regarding leave and time usage. Prepares and approves, within delegated levels of authority, human resources-related actions in multiple HR areas. Maintains accurate human resources records, including medical files, timesheet, and I-9, in accordance with State and Federal personnel laws and regulations. Prepares recruitment announcements and advertisements and provides advice and counsel to supervisors and managers on the recruitment process. Provide advice and counsel to employees, managers, and supervisors on benefits matters. Conducts employee orientation and provides accurate information to employees regarding benefits, policies, and associated paperwork. Serves as point of contact regarding all benefit information. Provides input into the recommendations of changes in human resources procedures. Inputs data into and maintains statewide human resource information systems. Establish and maintain effective relationships with employees and management teams. Ensures work is done in compliance with relevant federal and state laws. Provide customer service for the office to include responding to questions and requests from employees, clients, and the public. Complete various forms for Supervisor and agency approval. May be requested to assist other agencies within the Capitol Complex. Maintains office presence in the DEQ office 5 days a week. Qualifications
Preference may be given to applicants with at least 2 years of previous experience with payroll. Experience with an online HR Management System, including payroll and benefits enrollment, is a plus. Knowledge of Federal (ADA, EEOC, FMLA, FLSA, etc.) laws. Knowledge of State of Wyoming Personnel Rules and Executive Orders. Knowledge of human behavior and performance. Knowledge of SAO's payroll processes and procedures. Knowledge of Microsoft Office, including Excel and other computer software. Skills in grammar and proper English usage. Skills in interpersonal relations. Skills in organizing and prioritizing. Ability to work effectively and independently. Excellent communication skills. Skill in conflict management. Minimum Qualifications: Education: Bachelor's Degree (typically in Human Resources) Experience: 0-2 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II OR Education & Experience Substitution: 3-5 years of progressive work experience (typically in Human Resources) with acquired knowledge at the level of a Human Resources Associate II Certificates, Licenses, Registrations: None Necessary Special Requirements
