Talent Acquisition Specialist supports innovative city-wide talent acquisition initiatives and provides operational expertise in recruitment and staffing. This role combines full-cycle recruitment proficiency with strategic HR partnership, leveraging data-driven analytics to inform decision-making and deliver measurable results. The HRBP Talent Acquisition Specialist will collaborate closely with hiring managers, offering guidance and tools to enhance workforce planning, improve candidate quality and experience, and streamline the hiring process. The HRBP fosters strong working relationships through professional, ethical, and collaborative practices, driving solutions that balance organizational needs with the development of a diverse, high-performing workforce. This position reports to the Team Member Experience and Total Rewards Manager. ESSENTIAL DUTIES AND RESPONSIBILITIES: All employees share components of leadership, management, technical, and team skills to assist in making the City of Largo the community of choice in Tampa Bay. Leadership: Demonstrates an understanding and reflection of the City's mission, vision, and values and a commitment to achieve organizational goals aligned with the City's strategic plan Champions a high performance work culture that encourages and embraces new ideas, develops individuals and welcomes and encourages diverse perspectives Articulates strategic and innovative thinking and provides clarity to deliver superior services Approaches the job with enthusiasm and curiosity to promote a solutions-oriented work culture Management: Effectively manages assignments and priorities to ensure the fulfillment of projects, tasks, and responsibilities Technical: Talent Acquisition: Develop and implement proactive recruitment strategies to fill current and future talent needs Partner with hiring managers to define job requirements, create job postings, and develop effective sourcing strategies Manage full-cycle recruitment including sourcing, interviewing, selection, offer negotiation, and onboarding Build pipelines for critical and hard-to-fill roles through innovative sourcing methods (social media, networking, referrals, direct sourcing) Leverage applicant tracking systems (ATS) and recruitment metrics to evaluate and improve hiring efficiency Represent the City at community job fairs, networking events, and outreach activities Conduct training on recruitment and selection processes, ensuring compliance with employment laws and City policies Lead initiatives that promote the City as an employer of choice HR Business Partner Functions: Partner with leadership to assess talent needs and align recruitment with strategic goals Provide coaching and guidance to managers on workforce planning, retention, and succession strategies Analyze workforce data to identify gaps and recommend solutions Support organizational development initiatives, including team member engagement, training, and succession planning Promote inclusive hiring and equity-focused practices throughout the recruitment lifecycle Provide comprehensive new hire onboarding Team Skills: Support transparent decision-making and practices that maximize High Performing Organization (HPO) principles Collaborate with all team members in a way that builds upon ideas and takes personal accountability and ownership of projects, roles, and assignments Openly exhibits a positive attitude, in words and action, and encourages others to do the same Performs related work as assigned to include supporting Benefits and Risk as needed. EMERGENCY RESPONSE STATUS:

As a condition of employment, City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description. MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree in Human Resources, Public/Business Administration or closely related field from an accredited college or university and a minimum of 3 years professional Human Resources Generalist work experience, including 2 years in talent acquisition. Years of relevant work experience may substitute for the Bachelor's degree at 1:1. Proficient level experience of related business applications to include HRIS, spreadsheets, and database skills Strong consultative and relationship-building skills with the ability to influence leaders Preferred Qualifications: PHR or SPHR-CP certification Preferred Qualification: Workday experience Valid Florida Driver's License or from another state for transfer within 30 days of hire Knowledge, Skills, and Abilities: Knowledge of federal, state, and local employment laws and regulations as they relate to recruitment, selection, and hiring, as well as City policies, procedures, and collective bargaining agreements. Excellent professional communication skills for engaging effectively with hiring managers, candidates, vendors, and stakeholders at all levels of the organization. Strong customer service orientation with the ability to represent the City positively and professionally throughout the candidate experience. Proven ability to establish and maintain collaborative working relationships with hiring managers, HR partners, and external recruitment networks. Demonstrated commitment to confidentiality and professionalism in handling sensitive candidate and hiring information. Capacity to learn and apply new recruiting concepts, tools, systems, and best practices, with a focus on executing strategies that drive successful hiring outcomes. Skilled in analyzing talent acquisition data and metrics to identify trends, improve processes, and prepare both detailed and executive-level recruitment reports. Ability to manage multiple recruitment processes and projects simultaneously while meeting competing deadlines. Strong attention to detail with the ability to deliver accurate and high-quality recruitment materials, communications, and documentation. WORK ENVIRONMENT & PHYSICAL REQUIREMENTS: Work Environment:

95% inside a climate controlled building; 5% of the time spent outside. Physical Requirements:

The essential functions of the job require: sitting approximately six (6) hours per day, standing approximately one (1) hour per day, and walking approximately one (1) hour per day. The job also requires frequent: fine manipulations and grasping, with occasional: repetitive motion and lifting/carrying objects up to 25 pounds. On rare occasions the work requires: bending/stooping, kneeling, pulling, pushing, reaching, lifting/carrying objects weighing up to 44 pounds. Sensory Requirements:

Hearing: Sufficient to clearly understand what others are saying in normal conversation and on the telephone. Speaking: Sufficient to communicate verbally with others and speak effectively on the telephone. Seeing: Sufficient to see and read computer monitor screens and read normal and/or fine print. Driving Requirements:

Requires occasional driving and possession of a valid Florida Driver's License. Technology:

The work requires ability to operate telephones, smart phones, tablets, photocopiers, printers, desktop and/or laptop computers, calculators, presentation, HRIS, and all associated software. The work also requires proficiency with computer hardware and software programs including word, spreadsheet and/or database applications, internet applications, and database management.
