Human Resources Specialist (Technical Advisor)

This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Human Resources Management, Talent Management Directorate, CBP Hiring Center located in Bloomington, MN. In this position, you will serve as a Human Resources Specialist (Technical Advisor) utilizing your expertise in, monitoring, analyzing, and advising Frontline recruitment strategies at every stage of the process. This position starts at a salary of $114,890.00 (GS-13, Step 1) to $149,359.00 (GS-13, Step 10). Typical work assignments include: Serving as the subject matter expert for frontline qualifications, answering complex questions and providing guidance on policy interpretation, system issues, and procedural steps. Conducting regular reviews of hiring center work products to identify errors, inconsistencies, or training gaps and providing constructive feedback and recommending improvements to processes. Overseeing the creation, organization, and standardization of templates (e.g. applicant emails / responses, hiring documents, procedural checklists) to ensure clarity, compliance, and ease of use for all team members. Developing and delivering training for new HR staff, providing hand-on training, shadowing opportunities, and ongoing mentorship to ensure consistency and understanding of procedures. Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Recommending improvements to enhance system or applicant processes and reduce candidate attrition. Applying Federal Human Resource laws and regulations, including Delegated Examining and Merit Promotion procedures. Developing and implementing strategies and processes in response to changes in policies, regulations, or procedures impacting hiring and recruitment. Conducting training and evaluating work products to ensure the highest quality of recruitment products for CBP customers. You must meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 08/15/2025.
