Senior Budget Analyst

Multi-civil title recruitment strategy: Open to candidates who are permanent in the civil service title of Staff Analyst and the comparable titles of Procurement Analyst and Contract Specialist Within the Office of External Affairs, the Bureau of OEA Administration is tasked with managing Personnel Actions, Contracts & Procurement, Budget, Operations, and Fiscal Management. The Bureau of OEA Administration collaborates closely with Bureau of Government Affairs, Bureau of Customer Support, and the Bureau of Communications to ensure efficient administrative support and operational effectiveness. Reporting directly to the Executive Director for OEA Administration, the Senior Budget Analyst will provide comprehensive financial expertise to the leadership within Office of External Affairs. The Analyst will focus on ensuring the efficient use of funds within the allocated budget, managing encumbrances, and overseeing the accrual of any out-year expenses. Duties will include but not be limited to: Oversee the PS and OTPS budget. Submit budget modifications, accruals, journal entries, and expense adjustments. Monitor grant-funded positions and liaison with programs to ensure appropriate funding for positions. Prepare all budget and financial reports for the OTPS/PS budgets on a monthly and or quarterly basis. Encumber funds to OEA contracts and collaborate with various programs to ensure their funds are encumbered to our contracts. Perform yearly close-out OTPS accrual exercises. Review budget with Bureau leadership and provide recommendations on spending. Preferred skills: Proven working experience as a Senior Budget Analyst or similar role. Extensive knowledge of NYC finance policies. Experience in grants. Excellent communication and leadership skills. Strong problem-solving and decision-making skills.
