Safety And Occupational Health Division Head

You will serve as the Safety and Occupational Health (SOH) Division Head at SWRMC and are responsible for administering a safety and occupational health program for oversight of all SWRMC workplaces. You will assist in formulating negotiations with regulatory agencies, contractors and Navy commands in the establishment of achievable and timely SOH compliance dates. You will plan, organize and administer a scheduled series of comprehensive inspections of numerous shipboard and shop locations of structural repairs, welding, painting, electrical repairs and metal shop fabrication. You will develop and apply methods, techniques and abatements to control and eliminate unsafe acts or conditions that arise from the introduction of new equipment and the construction or modification of ships structures. You will conduct studies to identify SOH and Environmental problems and performs analysis which contributes to the effectiveness of the SOH and environmental program at SWRMC San Diego and its civilian contractors. Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain a current (Occupational Safety and Health Administration) OSHA certification. You will be required to successfully complete a pre-appointment physical examination. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning, coordinating, and executing safety and occupational health programs by investigating and analyzing industrial operations to identify and control hazardous working conditions; interpreting and enforcing Occupational Safety & Health Administration (OSHA) standards and regulations. This job does not have an education qualification requirement.
