Responsible for improvement and maintenance of several public facilities. Work includes supervising staff engaged in grounds maintenance work, janitorial services and facility maintenance. Perform highly skilled plumbing, electrical, refrigeration, carpentry, masonry, and roofing work in a variety of construction, alteration and repair activities at different facilities. Duties are performed indoors and outdoors at various City facilities. Employees in this class may serve 24-hour support which may include evening and/or weekend work. Supervises on-going maintenance, construction projects, facilities refurbishments, green-space renovations, waste management compliance, and special projects from startup to completion. Requisitions materials and supplies for the maintenance of facilities. Responsible for project budgets and management of personnel; schedule and monitor job activities. Supervises contract vendors; coordinates staff assignments; and evaluates performance. Initiates communication with customers, handles customer issues, resolves project obstacles, and confers with management. Plans, organizes, directs, reviews, and evaluates programs and activities that support a broad centralized program of the City of Miami Gardens' facilities operations, modifications and maintenance. Responsible for monitoring projects and vendors, project development, time and cost schedules; prepares management reports, and identifies significant critical path areas. Installs, maintains, repairs valves, water closets, urinal tanks, faucets, sinks, drinking fountains, irrigation systems and related plumbing equipment and fixtures. Installs, maintains, and repairs electrical systems and equipment. Alters, installs, repairs, and maintains buildings, partitions, floors, furniture, doors, shelves, windows, cabinets, mill work, finishes and related carpentry work. Lay bricks, stone and concrete blocks, applying and trimming mortar, finishing concrete; repairing coverings and applying tile to walls, floors, and ceilings and related masonry work. Repairs parking lots and pot holes. Participates in the repair and/or replacement of roofs. Participates in the servicing and installation of air conditioning and refrigeration units including repairing, replacing or adjusting worn or broken parts on condensers, compressors and water and vacuum pumps; tests equipment for refrigerant leaks. Operates tools and equipment used in general maintenance, plumbing, electrical, refrigeration, carpentry, masonry and roofing work. Properly uses equipment and materials related to general maintenance, plumbing, electrical, refrigeration, carpentry, masonry and roofing work. Assists in storing, moving and securing equipment. Prepares reports and complete other forms related to equipment and work performed. Ensures the safety of staff and facilities users; ensures safety rules, regulations, and standards are followed by employees; ensures equipment are in safe operating condition; monitors use of chemicals, insecticides, and herbicides. Promotes and ensures proper employee training and compliance with City safety program and departmental safety procedures; ensures that all equipment, materials, and work conditions are adequately maintained to prevent accidents. Performs related work as required. Knowledge of the methods, tools, and practices used in the plumbing, electrical refrigeration, carpentry, masonry, and roofing trades. Knowledge of the interrelationship of trades when performing work. Knowledge of the practices and techniques used in maintenance and repair of equipment typically used in facilities maintenance. Knowledge of occupational hazards and safety precautions in repair/maintenance equipment. Skill in the use of tools and equipment used in general maintenance, plumbing, electrical, refrigeration, carpentry, masonry and roofing work. Ability to draw, understand and work from specifications, blueprints, and sketches and pencil layouts related to the various trades. Ability to establish and maintain effective working relationships with Supervisors, co-workers, other departments and the public. Ability to supervise maintenance projects. Ability to plan, organize and direct the work of staff and outside contractors/vendors. Ability to communicate effectively both orally and in writing; understands and follows oral and written instructions. Ability to keep records and prepare routine reports. Ability to lift 50 pounds and physical agility sufficient to perform assigned duties. Graduation from high school; five (5) years progressively responsible experience in the maintenance and repair of building maintenance; which may include completion of apprenticeship in the carpentry, electrical, plumbing, air conditioning and ventilation or general maintenance and one (1) year of supervisory experience. Possess and maintain a valid Florida Drivers License with a satisfactory driving record at all times.
