Neighborhood Outreach Access to Health (NOAH) is a Federally Qualified Health Center (FQHC) that offers comprehensive, integrated, and affordable healthcare services to people in need. We serve over 40,000 neighbors with a variety of services, including medical, dental, behavioral health, nutrition, preventive health, eligibility assistance, and health education programs.

Job Summary
The Chief Operations Officer (COO) oversees all operational functions for health center sites. The COO provides leadership and oversight of the operations team to ensure the efficiency and effectiveness of operations, patient and staff satisfaction, achievement of visit and revenue projections as budgeted, adherence to the annual budget, and performance on quality goals. The COO works collaboratively with NOAH’s Executive Team, Board of Directors, and leadership team to achieve the organization’s mission and strategic initiatives.
Supervisory Responsibilities
Oversees department staff and ensure adequate staffing levels, inclusive of hiring/onboarding, evaluating, managing performance, coaching and developing employees ensuring employee productivity, quality of work, and alignment of goals with our mission, vision, and values. Oversees the daily workflow of the department. Provides constructive and timely performance evaluations. Ensures staff adhere to and follow all organizational policies, safety standards, and healthcare regulations. Handles discipline and termination of employees in accordance with company policy.
Duties/Responsibilities
Provides leadership in the daily operations for all NOAH sites and translates vision, mission and strategy into operational tactics building organizational support and infrastructure. Collaborates with the CFO on annual budget, volume projections, capital planning, staffing, and cost control initiatives. Reviews, analyzes, and evaluates monthly financial and statistical information and productivity reports with managers and leaders. Adjusts as appropriate to achieve business and budget goals. Works collaboratively with the Chief Clinical Officer, Site Medical Directors, Clinical Directors, and Recruitment Dept/HR to assure achievement of annual recruitment and retention objectives for provider staffing. Develops, administers and monitors standards, policies, and procedures for areas of responsibilities. Develops and directs operating policies to support overall organization goals and objectives. Responsible for the development and continuous review of NOAH’s operational workflows. Oversee Facilities management and Workplace safety such that facilities are maintained in a fashion that meets security, safety and quality assurance standards. Responsible for ensuring compliance with primary health care policies and procedures, as well as with those external regulatory bodies such as FQHC, HIPPA, OSHA, CLIA and other professional review and standards boards.
Required Skills/Knowledge/Abilities
Excellent verbal and written communication skills and ability to interact with individuals of various social, cultural, and educational backgrounds. Proven ability to assess programs, evaluate organizational needs, and implement changes required Excellent management, mentoring, and supervisory skills. Strategic thinking and execution skills. Excellent organizational skills and attention to detail. Ability to organize and prioritize tasks including delegation of tasks when appropriate. Ability to exercise confidentiality, discretion, and good judgment. Proficient with Microsoft Office Suite or related software.
Education And Experience
Bachelor’s or master’s degree in health care administration, public health, or business administration 10+ years of administrative, operational, and executive experience in the healthcare industry Proven ability to assess programs, evaluate organizational needs, and implement changes required EHR Systems experience preferred Leadership experience in FQHC operations strongly preferred Non-profit experience preferred
