ECS is seeking an experienced Project Manager to support the ARNG Mission Command Training Support Program (ARNG MCTSP) and Mission Training Complex Capabilities Support (MTCCS). The ARNG MCTSP provides individual and collective MISSION Command system training in Live, Virtual, and Constructive environments to Battalions, Brigades, and Divisions across the 54 states, territories, and District of Columbia, aiding Commanders in achieving MISSION Command readiness objectives.
The candidate must be adept at effective communication with customers, subcontractors, and team members. The role involves coordinating with subject matter experts, end-users, and government personnel. ECS will deliver in-person or distributed ARNG MCTSP training support, including all six ARNG MTCs, covering Live, Virtual, Constructive, and Gaming environments to train Soldiers, leaders, and military units across the United States, its territories, and D.C. via Mobile Training Teams.
Support responsibilities include individual through collective MC training, MISSION rehearsal exercises, staff planning, leader training and development, MCIS training, simulations, gaming-based simulations, database management, scenario creation, controller training, operations of simulations and simulators, installation and maintenance of communications infrastructure, network and system administration on simulations networks, research, facilities support, event scheduling, security, records management, SOP updates, and access control. The Project Manager will oversee personnel supporting work at multiple locations, including Camp Atterbury, IN; Gowen Field, ID; Ft. Indiantown, PA; Ft. Leavenworth, KS; and Ft. Chaffee, AR, with frequent travel required. An active SECRET clearance is mandatory.
Key Responsibilities:
Manage Project and subcontractor activities for assigned Task Orders.
Respond effectively and rapidly to requirements using corporate decision-making authority.
Track requirements and change requests throughout the project lifecycle.
Supervise personnel, USG equipment, supplies, facilities, and materials supporting MTC operations.
Conduct Quarterly Task Order Management Reviews (TOMR).
Lead Weekly Resource Synchronization Meetings and other coordination/planning meetings.
Submit timely, accurate reports per CDRLs and PWS, maintaining complete documentation.
Ensure all work meets specified service levels and performance standards.
Maintain a qualified, certified, and licensed workforce.
Recruit, interview, and hire staff to support Task Orders.
Maintain an adequate workforce for uninterrupted task performance.
Interact professionally with government personnel and other contractors.
Demonstrate high technical and management competence.
Basic Qualifications:
Must be a U.S. citizen with an active U.S. DoD Security Clearance.
Minimum 5 years of management experience in DoD, Military, Government, or Simulation Industry.
Bachelor’s degree in management, business, computer science, engineering, or relevant discipline.
Excellent verbal and non-verbal communication skills.
Strong management, collaboration, and organizational skills.
Proven leadership and senior program management experience.
Proficient in Microsoft Office 365, including MS Project and SharePoint.
Experience in authoring and maintaining management documentation such as Program Management Plans, Configuration Management Plans, and Quality Management Plans.
Desired Knowledge and Experience:
Prior military experience.
Experience with Joint Land Component Constructive Training Capabilities (JLCCTC).
Experience with Joint Live Virtual Constructive (JLVC).
