Senior Business Systems Analyst

The Anoka County Information Technology department is committed to helping the County's programs and services successfully meet their business objectives while enabling innovation through technology. They accomplish this by gathering information about users' needs, identifying solutions, facilitating the implementation, support, training, and ongoing resources needed to meet those needs. We are seeking a detail-oriented and experienced Senior Business Systems Analyst to lead the administration, maintenance, and enhancement of department database applications. In this role, you will manage complex system-related projects, support and troubleshoot department-specific applications, and collaborate with analysts across departments to resolve technical issues and optimize system performance. This is a great opportunity for someone who enjoys problem-solving, process improvement, and working with both technical and non-technical teams to ensure efficient and effective use of business systems. This is a full-time, exempt, hybrid position. Interviews will take place the week of September 8, 2025, for those selected to move forward in the hiring process. Pay & Benefits: Salary: $85,363 to $102,440 ($41.04 to $49.25 per hour). 2025 Anoka County Salary Schedule Grade 36: $85,363 to $119,496 ($41.04 to $57.45 per hour). 24 days of paid flexible time off and up to 12.5 paid holidays. Work Location: This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office (primarily at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303). Expected work hours are Monday Friday 8:00 a.m. 4:30 p.m. Job Duties and Responsibilities: Review, analyze, and evaluate county and user needs to create sustainable county and systems solutions that support overall county strategies. Develop infrastructure level recommendations surrounding improving processes, efficiency, and practices of the county's business systems. Train employees on workflow processes and updated systems. Serve as a resource for questions and technological issues. Create detailed documentation on complex system requirements and business needs. Define project plans including scope and objectives, as well as discover and develop system specifications that drive system development and implementation. Provide direct support to department systems and applications queries, troubleshoot complex issues, and triage issues to appropriate subject matter expert for resolution as needed. Provide leadership, coaching, and/or mentoring. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed: Requires a bachelor's degree and at least 4 years of job-related experience. In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis. Legally authorized to work in the United States without the need for current or future visa sponsorship, including F-1 STEM OPT extensions. Ability to work occasional after-hours/weekends. Ability to participate in an after-hours emergency on-call rotation. Successfully pass driver's license background check. Preferred Knowledge, Skills, and Abilities Needed: Degree in Business Administration, Information Technology, Project Management or related field. Computer systems and application software experience including using database tools, word processing and spreadsheets. Experience with process mapping and technology projects. Analytical and problem-solving skills. Physical Demands and Work Conditions: Standard office environment. Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness. Hearing abilities required for general and phone communication, signals, and machine sounds. Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work. Occasional lifting of 10-20 lbs. Equipment used includes computers, phones, and standard office equipment. Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
