GIS Analyst / City Planner

The GIS Analyst / City Planner is a hybrid role combining advanced Geographic Information Systems (GIS) expertise with professional urban planning responsibilities. This position supports the City's planning initiatives by analyzing, creating, and maintaining geospatial data that informs land use, zoning, infrastructure, and development projects. The individual will collaborate across departments, consult with other officials, and participate in public outreach to guide sustainable and data-driven community development. While work is primarily performed in an office environment, occasional field visits to development and construction sites are required. Key Responsibilities: Coordinate GIS data in support of planning-related projects and community development efforts. Develop standards and implement procedures for the creation, maintenance, and updating of geospatial data and maps. Research and digitize data sources; collect, organize, and analyze geospatial information. Create graphic and written reports representing GIS-based findings for use by staff, elected officials, and the public. Collaborate with planners, engineers, and other officials to determine geospatial data needs for planning initiatives. Share GIS data and visualizations with internal departments and public stakeholders as appropriate. Review and analyze land use applications, including site plans, rezoning requests, subdivisions, and special use permits. Assist in the preparation and implementation of community plans, capital improvement strategies, and development projects. Attend public meetings, workshops, and hearings; present findings and respond to technical questions. Maintain and update official land use and zoning maps in compliance with city ordinances and policy standards. Ensure GIS data supports legal, regulatory, and environmental requirements in planning efforts. Minimum Qualifications: Bachelor's degree in Urban Planning, Geography, GIS, or a closely related field. Minimum of 3 years of progressive experience in GIS and planning in a municipal or similar setting preferred. Valid Utah driver's license. Skills and Abilities: Excellent analytical skills, with a strong aptitude for geospatial data interpretation and problem-solving. Proficiency with GIS software, including ArcGIS Pro, ArcGIS Online, ArcView, Spatial Analyst, and Model Builder. Strong knowledge of cartographic design principles and land surveying techniques. Familiarity with federal, state, and local laws, codes, and regulations related to urban planning and land development. Knowledge of planning principles, including smart growth, sustainability, and community resilience. Strong research and data synthesis capabilities. Project management experience, including time and resource prioritization across multiple assignments. Excellent communication skills in both oral presentations and written reports. Ability to work independently and collaboratively in a team-oriented environment. Certifications and Licenses: AICP (American Institute of Certified Planners) certification preferred. Work Schedule: The typical work hours for this position are 8:00 AM to 5:00 PM, Monday--Friday. Additional hours will be required as this position is responsible for attending City Council meetings and other meetings as necessary.
