King County Business Resource Center (BRC) is seeking a Data Solutions Architect to join our team! The Data Solutions Architect is a member of the BRC Business Intelligence (BI) Insights team. This role provides leadership, design, and consultation to continuously improve data platforms, delivering business value, and supporting essential business functionality. This role concentrates on data analytics, data warehousing, and other domain specific areas to be defined. ABOUT THE BUSINESS RESOURCE CENTER OVERVIEW The BRC oversees King County's business systems, which include applications, infrastructure, software, and vendor relationships. The team also supports business processes, system governance, and work prioritization to effectively serve county agencies. BRC Director's Office: This team provides guidance to the BRC and advises county leaders on strategies to enhance the county's ERP business systems. They also manage the day-to-day operations of the BRC in support of continuous improvement and a cohesive team approach to govern, manage and support the county's ERP systems. BI Insights Team: This team specializes in developing and managing business intelligence analytics across our suite of Oracle ERP applications and SAP Concur. This team also collaborates and works closely with our business partners and county departments to deliver meaningful analytics in support of county business operations. The team is committed to expanding the use of analytics tools and enhancing ERP data governance across the county. Financials and Procurement Team: This team specializes in Oracle EBS Financials and Procurement, Oracle Procurement Cloud and Supplier Cloud, and SAP Concur travel systems. The team collaborates with our business partners and county departments to deliver finance, procurement, travel expense and treasury services across all county business operations. HR and Payroll System Team: This team specializes in PeopleSoft HR, payroll, and retirement systems, collaborating with our business partners and county departments to deliver HR, benefits, and payroll services across all county business operations. Shared Services Team: This team specializes in training, change management, and help desk support, along with system security, administration, and licensing. There is also a highly skilled and technical team of DBAs who manage day to day running and performance of the systems in Oracle Cloud Infrastructure as well as coordination of system updates and patches. Job Duties To be considered for this opportunity , you must at a minimum, demonstrate the knowledge, skill, and ability to: Maintain, Upgrade, and Expand Enterprise Data Warehouse (EDW) and Analytics Capabilities. Perform System Administration of Oracle Analytics Server (OAS), Oracle Business Intelligence Applications (OBIA), Oracle BI Publisher, and Oracle Data Integrator (ODI) on Linux Servers working closely with the BI Insights Oracle Database Administrator (DBA). Perform hands-on development of OBIA based EDW analytics and BI Publisher solutions. Provide technical leadership and architectural guidance to develop scalable, secure, and sustainable data platforms that support governance, analytics, and integration needs. Design and implement end-to-end data analytics solutions across Finance, Procurement, Budget, and Human Resources domains, aligning with business requirements and operational goals. Analyze source systems and enhances existing data platforms by designing and building new data repositories, including operational data stores, data warehouses, and data lakes. Lead hands-on development and prototyping efforts, while identifying opportunities to incorporate advanced technologies such as Machine Learning and Artificial Intelligence into BI analytics solutions. Coordinate across cross-functional teams to align business requirements with technical deliverables, ensuring data structures and services support the BI Insights development lifecycle. Serve as a mentor and technical lead, fostering team growth through skill-building opportunities and collaborative project execution, while promoting King County's values. Develop and maintain key data architecture assets-including data models, flows, dictionaries, and ETL logic-ensuring data integrity, security classification, and appropriate access controls. Assist with Architecture solutions and present them in review forums. Experience, Qualifications, Knowledge, Skills We are looking for candidates who:

Extensive leadership in

enterprise data warehouse and analytics solutions using Oracle Business Intelligence Applications (OBIA), Oracle Analytics Server (OAS) or cloud (OAC), and Oracle Data Integrator (ODI), including system administration on Unix/Linux platforms. Advanced expertise in

Oracle Analytics RPD (or Semantic Modeler) design, development, and deployment, with strong data modeling skills across conceptual, logical, and physical schemas. Proven success in

implementing, customizing, and optimizing OBIA data flows and transformations, including modifying mappings, models, and load plans within Oracle Data Integrator (ODI). Strategic contributor in

data analysis, data profiling, data quality assurance, and data integration across enterprise data warehouse platforms. Demonstrated leadership in

developing high-performance dashboards, complex visualizations, and query optimization techniques using Oracle SQL, PL/SQL, and Oracle BI Publisher. Demonstrated ability to

analyze and design solutions grounded in a deep understanding of Oracle ERP data sources such as Oracle E-Business Suite (EBS) and PeopleSoft. Extensive leadership in

gathering requirements, managing agile development cycles, and collaborating effectively with both business stakeholders and technical teams to deliver data-driven solutions. Advanced expertise in

cross-functional communication and stakeholder engagement, with the ability to translate technical concepts for business audiences and influence decision-makers. Proven success in

applying data security, privacy, and risk management best practices, with working knowledge of complementary tools such as Oracle APEX, Power BI, and Oracle Cloud Infrastructure (OCI). Supplemental Information WORK LOCATION:

The work associated with this position will be performed by teleworking, field work, onsite work and meetings as needed for up to 3 times a week, but onsite work may involve additional days depending on the business needs. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

WORK SCHEDULE:

This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday.
