Functional Analyst

GovCIO is currently hiring for a Functional Analyst to support our customer, USPS and their Logistics Tech Services Group. This position is fully remote. Responsibilities include: Analyze, review, and accept the Business Needs Statements BNS, Epics, Features, and User Stories Document to trace Business Requirements to Technical Requirements Make sure all approved IT Designs computer solutions along with team Architects and Engineers Establishes project estimates Maintains system protocols by writing and updating procedures Provides direction to the development and testing cycles Drives scope definition, requirements analysis, functional and technical design Ensures delivered solutions meet/perform to technical and functional/non-functional requirements Provides technical expertise and ownership in the diagnosis and resolution of an issue, including the determination and provision of workaround solution or escalation to service owners As Scrum Master backup, assist with Agile Ceremonies and release management Maintain overall industry knowledge on latest trends, technology, etc. Able to manage multiple IT projects simultaneously Qualifications: Bachelor's with 5 - 8 years (or commensurate experience) Required Skills and Experience: Able to present and communication at all levels within an organization Minimum of 5-7 years' experience in technology or software development preferred Knowledge/experience with Agile Methodologies Knowledge of Version One or similar work management tools Demonstrates forward thinking in how technology can support modernization efforts Incident Management Ability to lead as a Critical Incident Manager to restore production applications impacting events Working knowledge (2+ years' experience) of one of more of the following qualifications: Working knowledge of Java, UNIX, and SQL using Oracle DB Prior Management Leadership Experience Clearance Required: US citizenship or Permanent Resident (Green Card) is required to acquire USPS Public Trust Preferred Skills and Experience: A degree from an accredited College/University in the applicable field of services is preferred Minimum of 5-7 years' experience in technology or software development preferred Company Overview: GovCIO is a team of transformers--people who are passionate about transforming government IT.
