This position reports to the Director of Human Services and directs the operations of the Workforce Development Division. The typical starting salary is $81,848.00 - $98,217.60 annually depending upon the candidates qualifications as well as budgetary considerations. Develops, implements, and monitors St. Louis County’s four-year Workforce Innovation and Opportunity Act (WIOA) strategic plan; coordinates with Missouri’s Department of Higher Education & Workforce Development (DHEWD) Office of Workforce Development (OWD), economic development entities, education providers, and community-based organizations. Serves as primary staff support to the St. Louis County Workforce Development Board (WDB); facilitates WDB consensus on goals, performance measures, and sector strategies; maintains accountability for achieving WIOA performance indicators. Oversees, coordinates and directs functional operations and delivery of services for the Workforce Development Division and One-Stop system; monitors expenditures and implements changes to ensure continuous quality improvements and responsiveness to the service delivery area, including St. Louis County. Establishes and maintains an organizational culture supportive of self directed work teams and continuous quality improvement through ongoing needs assessment, program evaluation, and implementation of responsive and corrective changes; facilitates team decision making, encourages innovation, and promotes information exchange; supports and implements team recommendations for program changes to improve operations and services. Provides leadership for professional, technical and clerical division staff; facilitates and coaches self-directed work teams in the delivery of customer services; empowers teams to function autonomously and initiate appropriateactivities;reviewsfunctionalservicesbudgets;assiststeams in evaluating expenditures and preparing budget proposals as necessary. Consolidates unit operating plans and budget proposals; prepares and recommends an annual division operating plan and budget to the department director; implements, manages and administers the divisional budget; investigates and resolves budgetary problems; represents the division in fiscal matters. Identifies and secures additional funding for the provision of workforce development programs and services through grants, local partnerships, and/or philanthropic funds. Provides technical expertise and assistance in the preparation of contract proposals and drafts proposals as necessary; submits proposals for approval and follows up to provide additional information or make revisions as required; negotiates contractual terms with vendors to ensure full compliance with WIOA and other grant regulations, federal/state laws, reporting requirements, program guidelines, and budget limitations. Confers regularly with the Workforce Development Board to conduct business related to the governmental grant funded program operations as directed; analyzes regional labor market data and industry trends to guide program design and responsiveness; implements employer outreach strategies to boost apprenticeships, on-the-job training, and incumbent worker training efforts. Meets and communicates regularly with the State Office of Workforce Development, Training and Employment Administrators of Missouri (TEAM), other state agencies and regional service delivery area directors to plan and coordinate statewide activities and to provide direction for workforce development services in Missouri; stays abreast of all national legislation, regulations, and trends that affect workforce development activities Monitors daily division activities and assesses team performance; identifies and addresses staff training needs to ensure attainment of goals and objectives; structures work teams based on staff specialization and individual competency to meet operational needs, improve productivity and maximize program effectiveness. Provides workforce development expertise for County officials, government agencies, and other interested parties as directed or authorized; assists in drafting legislation and related correspondence pertaining to workforce development programs and general Human Services activities. Serves as a department representative for workforce development programs and functions as division spokes person; represents the department on behalf of the Director as necessary. Provides assistance to the Department Director as required; conducts special projects, particularly of a sensitive or controversial nature, as directed. Represent the County and the Workforce Development Board in interaction and oversight of progress. Responsible for the Memorandum of Understanding and the Infrastructure Agreement with the One-Stop Delivery System partners Performs related work as required. Bachelor's Degree in Business Administration, Public Administration, the behavioral sciences or a related field preferably supplemented by a Master's Degree and a minimum of five to seven years progressively responsible management/administrative experience in providing workforce development and/or related services. Experience with providing continuous quality improvement. Demonstrated familiarity with WIOA law/regulations, grant/compliance operations. Experience building coalitions and engaging the private sector in workforce initiatives. SELECTION AND APPOINTMENT : A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicant's education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available. The selection committee will admit to the interview only those persons who possess the most job related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicant's earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. Candidates have 3 days to complete the required questionnaire. The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.
