This is a permanent, full-time management service position. This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur. The person in this position will identify, evaluate and facilitate complex agency municipal bond structures and opportunities under the agency's various bond programs. Programs include the agencies multi-family and single-family loan program, which support the Governor's and agencies priorities. These programs are highly visible and are of significant interest to state and local governments, as well as non-profits who received support from the agency. Administer project contracts; monitor and evaluate contractor performance. Recommend changes to project plan in response to unforeseen changes or unexpected results. Assists the section Manager with biennial issuance of approximately $1 billion in bonded debt and is responsible for reviewing the work of lower-level professional staff. A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work. -OR- Any combination of experience and education equivalent to eight years of experience that typically supports the knowledge and skills for the classification. Knowledge of municipal bond structure and various bond programs. Extensive knowledge of the state and federal guidelines, laws and rules pertaining to grant and loan programs. The work of this section provides critical funding mechanisms to create and maintain affordable housing for low income Oregonians and ensure the Department remains fiscally stable.
