Job Summary

This is an exciting leadership opportunity with accountability for the Employment and Day Services (EDS) line within MHSADS. The EDS Services line provides adults with developmental disabilities or serious mental illness an opportunity to work, volunteer, and engage in activities throughout the community.

In this role, you will: Oversee the Community Access, Job Link, and Psychosocial Rehabilitation programs, providing supervision and guidance. Oversee the Employment and Day Services contracts that provide opportunities for adults with developmental disabilities to work, volunteer, and engage in activities throughout the community. Evaluate program effectiveness, define and implement utilization review and performance measures, and monitor service capacity within all programs. Participate in service needs assessments and budget development. Assure compliance with federal, state, local , and department policies and procedures. Promote ongoing communication and problem-solving with partner organizations to meet needs of individuals served as well as organizational goals. Manage staff performance, including Program Managers ensuring licensure compliance, clinical documentation, and provision of services objectives are met. Liaison with DBHDS, DARS, and other entities that support the daily activities for adults with disabilities. Collaborate with other County agencies and Loudoun County Public Schools to support young adults transitioning from school-based activities. Implement quality assurance initiatives to ensure the EDS Services line meets all local and state requirements and compliance standards. Develop and monitor performance measures to evaluate effectiveness of services provided. Participate in departmental, county, regional, and state committees and initiatives. Salary commensurate with experience. Minimum Qualifications

Bachelor's degree in Vocational Rehabilitation, Special Education, Psychology, Human Services, or related field; four (4) years of directly related work experience specifically in employment and day support environments, including one (1) year of supervisory experience; or equivalent combination of education and experience.

Directly related work experience should include:

Administration of EDS programs, including oversight and assessment of services provided. Team leadership and coordination of staff, contracted vendors, and services. Budgetary and fiscal accountability, including compliance with insurance regulations and requirements. Excellent oral and communication skills including the ability to interpret, apply, and explain policies and regulations. Strong facilitation skills for team discussions involving various community stakeholders. Preferred Qualifications:

Master's degree in vocational Rehabilitation, Special Education, Psychology, Human Services, or related field. Previous experience working in a government or public sector community service leadership role. Possess solution-focused, critical thinking within a systemic framework. Demonstrated leadership skills in creating high-performing teams. Bilingual candidates strongly encouraged to apply. Job Contingencies and Special Requirements

Must be fitted for N-95 (or similar) mask to safely provide on-site services as needed.
