Prog Spec Sr Work Zone Safety
Conduct complex analyses and provide support to assigned operational program area. Oversee the broad development of highway safety policies, standards, and guidelines. Manage special initiatives related to VDOT's adoption and implementation of new and emerging work zone technologies. Implement the Department's policy on the FHWA Final Rule for Work Zone Safety and Mobility. Provide expert technical work zone safety guidance to both internal and external customers. Assist in statewide oversight of work zone activities including the planning, development and coordination of staff and work zone safety programs, training strategies and programs, special transportation studies, and distribution of work zone safety information and material. How you will contribute: Develop Work Zone Safety Standards and Policies: Oversee analysis and inclusion of district, region, division input to Virginia's Work Area Protection manual and policies. Design, evaluate and modify work zone standards, guidelines and materials to ensure that programs are in compliance with legal requirements. District Support: Analyze work zone crash data and reports to identify and determine causes of problems and develop statewide recommendations for improvement. Monitor and manage progress of work zone safety program objectives throughout the state that affect the quality and level of services provided and the program's success. Oversee or conduct periodic Work Zone Quality Assurance reviews throughout the state. Identify latest strategies for minimizing crashes, injuries and fatalities in work zones. Respond to traffic control inquiries in work zones related to traffic management systems and problems. Training and Education: Support the development of work zone certification curriculum. Provide trainings. Promote work zone education and awareness to drivers. Assist Communications Division efforts to develop public-facing communications and social media content related to work zone safety. Work Zone Safety Special Initiatives: Manage various types of work zone device initiatives, with a focus on emerging technologies. Develop new statewide agency policies, procedures, and plans for Work Zone Safety or revise existing agency plan based on analysis of federal and state government regulations and legislation. Determine areas throughout agency requiring additional work zone resources and identify need for new program implementation based on results of work zone studies and report findings. Skill and ability to positively interact with employees, citizens and government officials, orally and in writing. Skill in prioritizing competing deadlines and requirements. Minimum Qualifications: Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings. Ability to develop policies, procedures, and narratives. Ability to obtain and maintain Intermediate or Advanced Work Zone Traffic Control certification. Ability to prioritize and manage multiple assignments. Knowledge of laws, rules, regulations, policies, standards, and procedures as they relate to highway safety. Skill in designing and inspecting work zones in common road types/environments while applying national work zone standards and best practices. Skill in managing complex initiatives involving a combination of traffic safety, construction, and technology considerations. Additional Considerations: A combination of training, experience, or education in engineering, OSHA compliance, work zone safety, information technology, business or related field is desired. Experience in traffic work zone safety, highway construction, corporate safety management, and/or maintenance is desired. Possession of a work zone certification from a state DOT, ATSSA, or similar organization is desired. VDOT employees must abide by VDOT's Code of Ethics and the Commonwealth's Standards of Conduct.
