Learning Prog Spec
Provide consultation, guidance, and expertise needed to design, develop and implement learning and development programs to cover all levels of the employee life cycle and meet organizational needs of today and the future. How you will contribute: Learning Program Documentation: Develop and revise policies, procedures, learning materials and communication documents related to administering assigned program area(s). Ensure documents meet standards for publication and are posted in the appropriate areas on the agency Intranet. Ensure changes to exiting documentation or new documents are communicated to the appropriate audience of the VDOT workforce. Learning Program Evaluation and Development: Design, develop and guide the implementation of new learning initiatives to address the needs of a changing workforce. Perform needs assessments, evaluate program curriculum proposals and assess performance gaps and future development needs. Apply instructional design principles and adult learning theory to ensure highly interactive programs are developed and provide the necessary skills for employees to perform their jobs. Learning Program Management: Coordinate daily operations for assigned learning or development program to support the VDOT workforce. Assist in delivering learning modules to the workforce as needed. Coordinate with key stakeholders and consultants to guide alignment of new and existing and programs and services with VDOT's competencies and business goals. Communicate with leadership, managers and employees on assigned learning program area(s) to ensure program is operating effectively. Take corrective action when needed to improve program performance. Performance Coaching and Consulting: Consult with agency leaders to assess performance and competency gaps and plan solutions consistent with VDOT business goals and priorities. Meet with employees to provide career counseling and guidance on achieving learning and career development goals. Seek Technology Driven Solutions: Partner with VDOT leaders and external partners to identify best methods for leveraging technology based learning options and education as we grow to meet emerging requirements and capabilities in the workforce of tomorrow. Special Projects, Teams or Committees: Perform work on special projects or lead projects as assigned to support agency initiatives. Serve as a representative on teams or committees and actively participate by networking, sharing information and completing assignments to meet project team goals. Ability to design and deliver learning programs and initiatives to a variety of audiences. Knowledge of adult learning and development methods, to include career and leadership development or technical skill development. Skill in data gathering and analysis techniques to evaluate learning and development content and effectiveness. Skill in managing projects, prioritizing work and meeting deadlines. Minimum Qualifications: Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings.
