This position serves our partners at the Minnesota Department of Transportation (MnDOT). MNIT MnDOT supports an agency with technology integrated into all areas of business. From business intelligence and solutions for critical transportation infrastructure to planning and operating a safe, efficient, and reliable multimodal transportation system, the team connects people and markets across Minnesota.

As the IT Business Analyst, you will perform business analysis functions using a set of tasks and techniques to successfully act as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization and to be able to recommend solutions that enable projects to be successful and goals to be met. In particular, this includes participating in requirements gathering sessions to analyze, define and document business processes, software requirements, data management systems and development of specifications for technology initiatives. In addition, as the IT Business Analyst, you will work as a liaison between IT and business representatives, analyzing business activities and presenting the findings for analysis of solutions to purchase, implement, or develop. The Business Analyst works with development team members by collaborating on the development, testing, deployment, and adoption of solutions. The Business Analyst also communicates and consults with system user populations concerning system changes and implementation planning for changes and releases. You will perform scoping and estimation for assigned projects which will include researching and recommending solutions as well as outlining costs, resources, and duration of efforts.

This position requires an employee to be onsite at

Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.

This position requires a minimum of three (3) years of experience in performing IT business analysis functions.

Experience must include:

Experience analyzing, gathering, and communicating business/system requirements and related written project documentation.

Experience scoping projects such as:

Researching and recommending appropriate software solutions to meet the needs of the business.

Identifying the estimated costs of the project including labor, hardware, and software.

Estimating the duration of the project along with determining which resources will be needed and the level of effort for those resources.

Experience with delivering custom developed systems for the business, implementing Custom Off the Shelf (COTS) solutions and/or Software as a Service (SaaS) solutions for the business.

Demonstrated problem-solving skills in problem definition, information gathering and research, alternatives analysis, applying creative solutions to unique and/or immediate problems, and appropriate resolution implementation.

Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.

Customer service skills that include active listening, empathy, and problem-solving.

A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes for two (2) years, OR an IT related associate's degree substitutes for one (1) year.

Preferred Qualifications

Experience with creating requirements documents for Request for Proposals.

Ability to communicate clearly, present complex information to users in a comprehensive style, and translate technical and system information for non-technical stakeholders.

Proven ability to collaborate and work effectively as part of a team, resolve interpersonal conflict, motivate and develop team members, and influence stakeholders and key decision-makers.

Ability to organize and prioritize multiple deadlines and work independently, define problems as they arise, and recommend alternative solutions.

Experience with Agile (Scrum/Kanban) and working knowledge of PM and QA activities.
