Hennepin County's Environment and Energy Department is seeking a Recycling Compliance Specialist to spearhead outreach efforts and ensure adherence to Ordinance 13. The role will emphasize business food waste recycling, commercial recycling, and multifamily recycling compliance. About This Position: This position is full-time, benefit earning positions. This position is internally classified as an Environmentalist. Click here to view the job classification specification.
Location and Hours: This position is hybrid and will be performed both on-site at the Hennepin County Government Center, 300 South 6th St, Minneapolis, MN 55487 and various community sites within Hennepin County and remote as job duties require. Work hours will be Monday through Friday, 8 a.m. - 4:30 p.m. with occasional evening and weekend work for community events and meetings. While this position is designated as hybrid, based on current requirements hires must reside in or relocate to Minnesota or Wisconsin. New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.
In this position, you will:
- Conduct Ordinance 13 outreach and compliance efforts related to business food waste recycling, commercial recycling, and multifamily recycling.
- Maintain a list of covered generators and related information; identify and verify covered generators; utilize data management system to maintain records, manage site visits, and track compliance information.
- Perform site visits; develop site visit procedures and forms; conduct outreach and education about the requirements and how to comply; conduct follow-up inspections, enforcement, and related work; track site visits, findings, steps for compliance, and compliance status.
- Provide support in other Waste Reduction & Recycling (WR&R) program areas, including business, multifamily, and city programs and zero waste initiatives.
- Investigate complaints received from the public and other departments.
- Issue citations and take other enforcement actions for ongoing ordinance violations that have not been resolved through education and department assistance.
- Recommend approval or denial of variances.
