Under general direction, manages the operations, maintenance, and repair of assigned County owned or leased facilities to serve their intended public purpose while adhering to relevant policies and legislation. Three positions are allocated to this classification – one within Facilities and Fleet Department and two within County of Santa Clara Health System (CSCHS).

Typical Management Responsibilities
Plan, coordinate, and direct the activities and operations of the division, including the assignment and evaluation of work by staff and directing the performance of contract maintenance vendors and/or consultants;
Develop, evaluate, and implement policies, division workflow procedures, standards, goals, and objectives for assigned functions; install management improvements and practices;
Prepare and manage the division budget;
Represent the division and department to the Board of Supervisors, committees, bargaining units, and other public and private groups, as assigned;
Perform and supervise long-range planning to anticipate and prepare for County needs related to the division's mission;
Prepare reports for executive review related to facility maintenance and operations;
Coordinate the work of the assigned division with other divisions, departments, and agencies;
Manage personnel actions for the division, including selection, performance, discipline, training, and development of staff;
Evaluate complex problems related to facility maintenance and operations and determine and implement appropriate courses of action to keep facilities operational and serviced;
Advise and consult as a subject matter expert during the development of the County's Ten-Year Capital Plan;
Develop, practice, and implement division's Continuation of Operations Plan;
May act as a Disaster Service Worker and/or staff the Emergency Operations Center;
May act as the Department Director, when assigned;
Performs other duties as required. Considerable education, training, and experience in the management of facilities operations and maintenance, which would demonstrate the ability to perform the above management responsibilities and the knowledge and abilities of the position. The required knowledge and abilities would typically be acquired through education and experience equivalent to a bachelor's degree in Engineering, Public or Business Administration, or a related field and five (5) years of recent experience in facilities management, which included the supervision of maintenance and trades staff, in a large public organization or private entity comparable to the organizational structure of the County of Santa Clara. Possession of a valid California Driver's License at the time of appointment.
Knowledge of:
Principles, practices, and regulations related to maintenance and operations of 24/7 facilities, including healthcare, correctional facilities, and/or other specialized facilities;
Principles and practices related to the delivery of high quality customer service;
Principles of management, including training, hiring, evaluating, and supervising staff, and practices related to personnel management subject to memorandums of understanding with labor unions;
Principles, practices, and techniques of budget preparation, monitoring, and control;
Principles of management analysis and organizational design necessary to formulate and implement administrative policies;
Current health and safety issues and trends that impact facility operations and maintenance, including applicable government regulations;
OSHA requirements and industrial safety practices;
Procedures for the interpretation and application of regulations, laws, practices, and principles related to the operation of a complex organization;
Information systems available for the monitoring of work order statuses, turnaround time, and costs;
Personnel and project scheduling techniques, cost estimating, and materials procurement;
Personnel and project scheduling techniques, including cost estimating and procurement of services and materials;
For positions within the Health System, functions and organization of hospital services and departments.
Ability to: Effectively plan, organize, and supervise staff of a complex multi-disciplined maintenance organization;
Understand, interpret, and comply with applicable policies, procedures, rules, and regulations concerning facility maintenance and operations;
Implement a quality control/quality assurance program;
Administer a maintenance management information system that informs capital replacement and asset management;
Perform lifecycle analyses of facility assets and make cost and operational studies and analyses;
Develop and implement means and measures for improving organizational efficiency;
Determine feasibility and estimate the cost of service requests;
Prioritize work within large maintenance and repair program;
Interpret and apply provisions of federal, state, and local legislation, and rules and regulations pertinent to the administration of department policies and programs;
Act as liaison to advise and/or resolve differences with other departments, the general public, and departmental employees;
Establish and maintain effective working relationships within a customer service-oriented environment and with outside agencies;
Read and interpret contract documents;
Monitor work in progress to ensure quality and timely delivery of service;
Prepare clear and concise correspondence and reports, and communicate effectively in both oral and written form.
