The General Secretariat of the Organization of American States (GS/OAS), through the Secretariat for Multidimensional Security (SMS), promotes and coordinates cooperation among the OAS Member States, and between them and other relevant stakeholders to assess, prevent, confront, and effectively respond to security threats, with the vision of being the main hemispheric reference for the development of cooperation and the strengthening of the capacities of the OAS Member States. The Department of Public Security (DPS) of the SMS develops programs, strategies, and mechanisms to strengthen the institutional capacities of the OAS Member States to design and implement public policies that allow them to address the needs of the population in terms of public security. The Program of Assistance for Control of Arms and Munition (PACAM) is the DPS umbrella strategy to support the OAS Member States in the implementation of the Inter-American Convention against the Illicit Manufacturing of and Trafficking in Firearms, Ammunition, Explosives, and Other Related Materials (CIFTA), and in strengthening their capacities to address armed violence. PACAM includes the following components: (i) Strengthening of the firearms normative and regulatory frameworks; (ii) Improvement of state capacities to control the entire lifecycle of firearms and ammunition, including firearm marking, physical security and stockpile management, and destruction of firearms and ammunition; (iii) Development and implementation of mechanisms and tools to promote coordination among the countries of the region, including subregional roadmaps; (iv) Reduction of risk factors associated with armed violence in highly impacted communities II. Obligations and Responsibilities:

The consultancy will provide technical assistance and advice regarding the components of PACAM related to the implementation of mechanisms and strategies to foster and strengthen cross-border and interinstitutional coordination to address firearms and ammunition trafficking. Particularly, the consultancy should contribute to the following tasks: Technical Advisory to Implement Project Activities: - Under the supervision of the Chief of the Section on Conventional Arms, Ammunition, and Explosives, coordinate the development and piloting of the Regional Communication Mechanism for Licit Transfers of Firearms and Ammunition (MCTA), and the deployment of the national licensing platform that will enable countries that use paper-based systems to participate in the communication mechanism; - Support the diffusion of the Hemispheric Knowledge Platform, particularly the data collection module for the revised CIFTA questionnaire; - Support the Program Manager in the coordination of the implementation of the Central American Firearms Roadmap, and the development of the Andean Firearms Roadmap: - Support the development of the activities related to the political forums of CIFTA, particularly the engagement of the National Points of Contact (through virtual meetings) and the development of documents to complement the CIFTA framework and model legislation; - Perform other related duties as assigned, including backstopping for others. Support for Project Management: - Compile and systematize project data and information regarding the coordination mechanisms to report on the project progress, as required by the Chief of the Section on Conventional Arms, Ammunition, and Explosives; - Review reports, project outputs, and other key project documents, and inform the Area Coordinators about any necessary corrections; - Support the Chief of the Section on Conventional Arms, Ammunition, and Explosives in liaising and networking with stakeholders to promote partnerships regarding joint activities, including regional and international organizations (such as UNLIREC, UNODA, UNODC, SICA, CARICOM IMPACS) and civil society. III. Reports:

The consultancy shall present monthly reports, detailing activities carried out and relevant updates on his/her work IV. Modality:

Full-time consultancy, in-person (in Washington D.C.) V. Requirements : • First University Degree (Bachelor) in International Relations, Law, Criminology, Social Sciences, or related fields; • At least 5 years of experience in the field of arms control, prevention of armed violence, and/or addressing firearms trafficking; • Experience working with governments in Latin America and the Caribbean, and/or international organizations; • Fluency in Spanish and English (Fluency in Portuguese and/or French is desirable, and will be considered in the selection process).
