Department of Public Security/Comprehensive Mine Action Program-Colombia Start Date : September 1, 2025 Duration : 12 months - The consultancy will be for a period of up to twelve months, starting from September 1, 2025, to August 31, 2026. Continuation beyond this period will be contingent upon performance, need, and availability of funding. Duty Station:

The consultant will be based in Washington D.C., with possible travel to field sites as required. Consultancy opportunity number: CFR/33/25 I.

Background:

The Department of Public Security (DPS) of the SMS develops programs, strategies, and mechanisms to strengthen the institutional capacities of the OAS Member States to design and implement public policies that allow them to address the needs of the population in terms of public security. The program of Comprehensive Action against Antipersonnel Mines (AICMA) of the Department of Public Security of the General Secretariat of the Organization of American States assists member states in the design and implementation of programs to identify and clear landmines, provide risk education to affected communities, and assist landmine victims with their physical and psychological rehabilitation and socio-economic reinsertion. AICMA-OEA provides technical assistance to Colombia on actions related to quality assurance and quality control measures to ensure that demining activities adhere to international safety and efficiency standards, Explosive Ordnance Risk Education, Victims Assistance, among others. II. Obligations and Responsibilities Under the supervision of the Chief of Section of Conventional Arms, Ammunition, and Explosives, the consultant will be responsible for the following duties and responsibilities: • Provide technical advice on quality assurance and quality control measures to ensure that demining activities adhere to international safety and efficiency standards. • Support the review of technical aspects of demining operations, including site assessments; and national standards. • Provide technical advice to facilitate the work of local humanitarian demining organizations, government authorities and other relevant actors to ensure compliance with national and international standards (IMAS). • Develop and conduct training programs related to quality control and quality assurance of humanitarian demining operations. • Develop strategies aimed at implementing programs of Explosive Ordnance Risk Education (EORE) and community liaison. • Compile and systematize project data and information periodically to report on the project progress, as required by the Chief of Section. • Establish monitoring and evaluation frameworks to assess project progress and impact. • Provide technical advice on matters related to humanitarian demining. • Support the Team in HQ and in Colombia on liaising and networking with stakeholders to promote partnerships regarding project activities, including regional and international organizations. III. Reports:

The consultancy shall present monthly reports, detailing activities carried out and relevant updates on his/her work IV. Modality : Full-time consultancy, in-person (in Washington D.C.) V. Requirements:

Education and Experience: • First University Degree (Bachelor’s) or Advanced University Degree (Master’s) in political science, international relations, business administration, economics or related fields. • Ten (10) years of relevant and progressively responsible management experience in all aspects of humanitarian mine action, at the international level, as part of international and/or regional organizations. • Extensive experience working in Colombia, with a strong understanding of the Colombian peace process and the demining process in the country. • Experience in the deployment and monitoring of animal and mechanical clearance techniques preferred. • Extensive knowledge and experience in information management and analysis. • Strong knowledge, and demonstrated skill in dealing effectively with government officials, responsible for mine action and civil society organizations that work in mine action at the international level. Skills and Languages: • Ability to communicate effectively in Spanish and English (read, write and communicate) • Strategic Thinking: Ability to formulate objectives and set priorities and implement plans consistent with the long-term interests of the project, capitalizing on opportunities and managing risks. • Results Orientation: Ability to meet project goals and stakeholder expectations that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. • Planning and Execution: Capacity to translate strategic goals and priorities into realistic and flexible plans and project, optimizing the use of resources, monitoring implementation of plans to ensure that key results are achieved and delegating effectively. • Leading People: Competence to lead people toward meeting the project’s goals.
