Incumbents perform professional accounting tasks requiring comprehensive knowledge of governmental accounting standards. Responsibilities may include preparing financial and statistical statements and reports for multiple departments and large, unique grants; identifying and implementing accounting process changes; identifying opportunities for improved operational efficiency or compliance with the law; forecasting revenues and expenditures; and performing the duties of the lower levels. Incumbents may provide direction to and review the work of lower-level accounting or accounting support staff.(The duties listed below are intended only as illustrations of the various types of work that may be performed. Reviews and participates in complex accounting activities, which may include: reviewing, researching, and analyzing financial data and transactions; tracking and analyzing expenditures; reconciling accounts; reviewing and approving financial reports and forms; researching account discrepancies; assessing and interpreting financial and accounting systems; managing large grants; and/or performing other related activities.
Prepares a variety of detailed analytical and statistical financial reports and/or statements which may include: analyzing accounts for accuracy and discrepancies; performing costs analyses; recommending departmental spending priorities; gathering and organizing data and information; submitting reports to appropriate internal departments and/or external agencies; and/or preparing other related reporting and analytical activities.
Coordinates, and monitors the annual audit which includes preparing work papers and forms for auditors, developing, and implementing the adjustment process, calculating accruals, and/or performing related duties.
Mayprioritize and assign work to lower-level staff; monitor the performance of lower-level staff; train staff on work methods and procedures; and participate on staff evaluations.
Attends a variety of meetings with Federal, State, and local officials, management, and/or other related parties to consult on funds, budgets, and/or Parish projects and programs.
Reviews and interprets federal and state regulations to determine compliance on various grant programs.
Performs other duties of a similar nature or level.
SUPERVISORY RESPONSIBILITIES This position may require supervisory responsibilities.
EDUCATION AND EXPERIENCE Bachelor's Degree, five years of accounting experience and Certified Public Accountant license; or Bachelor’s Degree and fifteen years of accounting experience without Certified Public Accountant license; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Prefer Bachelor’s Degree in Accounting, Finance, Business, or related field.
LICENSING REQUIREMENTS Certified Public Accountant (CPA) license preferred. Valid Driver's License as per State law or requirement
