Under direction of the Director of Shared Accountability, designs and conducts formative and outcome evaluations of major educational programs, instructional initiatives and educational policies. Conducts and designs scientific research studies that seek to solve practical educational problems. Develops data collection instruments (such as survey, observation, focus group, and interview protocols); engages in statistically-sound methods to collect data and analyzes the data using qualitative and quantitative methods. Communicates evaluation and research findings in clear and effective manners to a range of educational audiences in written (formal reports) and presentation formats. Physical Demands: As required by the duties and responsibilities of the job. Special Requirements: Occasional overtime, night, and weekend work. Summary Description

The ideal candidate will demonstrate strong skills in data storytelling—translating complex data into clear, compelling narratives that drive understanding and action. This includes proficiency in visual design principles, such as layout, color, and hierarchy, to create engaging and accessible visuals. Candidates should communicate insights effectively in both written and verbal formats, tailoring messages to diverse audiences with varying levels of data literacy. The ability to simplify technical information, provide meaningful context, and deliver impactful presentations that resonate with stakeholders is essential. The salary of employees assigned to 12-mo positions will be 117.5% of the salary of the step/grade (B/D) for which the employee would qualify if in a 10-mo position between $64,591 and $131,472 based on education and experience. Knowledge Skills Abilities
Extensive knowledge of social science research and advanced statistics using statistical software, such as SPSS. Extensive knowledge of educational program evaluations, inferential statistics, experimental and quasi-experimental designs. Advanced skills in building large and complex data files using syntax data editor. Thorough knowledge of the MCPS local tests, Maryland state-mandated testing program, and national testing programs. Knowledge of current educational research, design, statistics, and evaluation in a wide variety of areas and settings. Ability to work efficiently and effectively in a fast-paced work environment and under tight deadlines. Excellent ability to communicate, both written and orally, technical information in a way that is understandable to people without technical training. Ability to work effectively with internal and external staff from various parts of a school system and/or community. Excellent human relations skills.
Education Training Experience
Master^s degree (Doctorate preferred) from an accredited college or university in a social science area such as educational measurement and evaluation, educational psychology, applied research, etc. Intensive course work in research methodology, applied statistics, measurement and/or evaluation is required. Three years or more of experience with research design, statistics, and evaluation of educational programs in a public school system is required.Certificate License:NA Seniority level
