Who We Are Looking For
Montgomery County seeks a results-driven, collaborative, and experienced leader to head the Office of CUPF. This is a high-level strategic management position responsible for directing the Office of Community Use of Public Facilities (CUPF) operations and serving as the Executive Secretary to its governing board, the Interagency Coordinating Board (ICB), on policy-making initiatives. The Director works in collaboration and partnership with the ICB to maximize the community’s use of schools and other public facilities by supporting the delivery of activities and programs that respond to the community's needs without disrupting the instructional program of the Montgomery County Public Schools (MCPS) or government operations and services. The CUPF works with community groups to plan for, issue permits for, as well as address issues related to, the community’s use of public space for events and programs in the County and school facilities.
What You'll Be Doing
Duties include but are not limited to :
Providing leadership and strategic planning for CUPF operations and services across three separate entities: Board of Education (MCPS), Maryland-National Capital Park and Planning Commission (Parks), and the selected County departments. This includes coordination with more than 5,000 user groups, 17,000 government facility units, 200 public schools, parks, libraries, and other County buildings. Directing an operations team of administrative professionals, who provide facility services and support to the public, as well as contribute to the effective implementation and execution of mission-critical programs. Developing and managing CUPF’s budget, as well as administering the over $12 million non-tax supported Enterprise Fund. Mediating and resolving ongoing issues resulting from expectations and needs of diverse stakeholders (user groups, primary tenants, elected officials, County partners, MCPS administrators, BOE members, and neighboring communities). Troubleshooting access to facilities during evenings and weekends including making decisions to cancel community use during inclement weather and general emergencies. Preparing initiative research and analysis, quarterly reports, position papers, draft resolutions, and recommendations to the ICB.
Minimum Qualifications
Experience:
a minimum of seven (7) years—in business management, public administration, administrative services, financial administration, or human resources, with a strong focus on operations, planning, and execution. Must include at least four (4) years of experience in a managerial or executive capacity, demonstrating responsibility for high-level decision-making and organizational oversight.
Education:
Graduation from an accredited college or university with a Master’s Degree in Public Administration, Business Administration, Human Resources, or a related field.
Equivalency:
An equivalent combination of education and experience may be substituted.
License:
possession of a valid Class “C” (or equivalent) driver’s license from the applicant’s state of residence when required for job-related duties.
Preferred Criteria, Interview Preferences

We will use interview preference criteria:
Expert understanding of public sector principles, problems, and methods of administration; developing partnerships with and engaging community, corporate, and County leaders; negotiating agreements; leading large-scale community facing operations and projects; and developing, implementing, promoting, and spearheading an organization’s vision and strategy. Extensive experience in budget administration, financial management, procurement, employee development, performance management, and the enforcement of procedures, policies, and regulations. Significant experience in strategic planning and policy development for large scale business or government operations. Develop, navigate, and maintain positive working relationships across multiple functions and job levels within a diverse environment; exercise diplomacy and tact across government offices in complex and politically sensitive situations; interact with key decision makers (political representatives, community organizations, others); and work courteously and equitably with other government staff, and civic and community groups. Mediate, resolve, and produce win-win solutions to complex and conflicting interests and viewpoints among diverse stakeholders. Quickly learn and understand the political climate and impact of issues and decisions; represent the organization on policy matters and controversial situations; and drive change as necessary. Strong research and analytical skills; direct complex studies and data analysis; identify or develop data collection sources and tools; and review statistical results to make practical and meaningful conclusions and recommendations. Strong oral and written, formal and informal, communication skills including persuasive communication, public speaking, and drafting clear and concise contract language. Experience serving in a leadership capacity on boards, community taskforces, and/or committees. Experience managing both union and non-union staff.
