General Definition and Conditions of Work

Performs difficult professional work installing, provisioning, upgrading, configuring and supporting software, servers, storage and networks, providing technical support, maintaining system security, preparing and maintaining files and reports, and related work as apparent or assigned for on-premises and in the cloud and hosted technologies and solutions. Work is performed under the limited supervision of the Director of Information Technology.

Essential Functions Administers, supports, maintains and upgrades servers operating system software and hardware, virtualized server environment and Storage Area Network (SAN) for on-premises. Administers, supports, maintains and upgrades the Microsoft Azure environment, including identity, governance, storage, compute, and virtual networks. To a lesser capacity has basic knowledge of administering, supporting, and maintaining the Amazon AWS environment, including identity, governance, storage, compute, and virtual networks, as well as a general ability to work with other cloud providers as needed. In general, can design, set up, update, and maintain the infrastructure and functionality of on-premises and cloud systems, ensuring performance, stability and business continuity. Assures data access for on-premises and in the cloud / hosted solutions; assures interoperability between cloud / hosted and on-premises infrastructure. Assures business continuity through developing, upgrading and maintaining disaster recovery procedures, backup solutions and schedules for on-premises and in the cloud. Supports back office and higher-level support for the Police and Fire Department's mobile computing terminals (MCT). Performs research, investigates and analyzes systems performance; provides information on potential enhancements to on-premises and in the cloud solutions. Implements State mandated security directives for the Police and Fire departments. Supports and maintains specialized computing equipment (e.g. fingerprinting) utilized by the Police and Fire Department. Develops detailed documentation of information technology procedures and cross trains within the IT department. Some rudimentary understanding of Crystal, SQL reports and scripting languages. Maintains various spreadsheets of inventory, hardware and software maintenance plans; prepares and maintains related files and records. Maintains and expands on-premises server rooms and IT closets infrastructure as needed. Handles special projects, as assigned, that require project management skills and a higher level of technical expertise. Ability to communicate technical information clearly and collaborate effectively with other IT professionals. Assists the Director of Information Technology with support of the enterprise IP based computer network. Education and Experience Bachelor's degree with coursework in computer science, or related field and considerable experience working in systems and server administration, or equivalent combination of education and experience.

Possession of or ability to obtain Microsoft Azure Administrator Associate Certification and / or relevant on-premises technologies certifications as suggested by the IT Director.

Knowledge, Skills, and Abilities Thorough knowledge of software, server and network installation, operation and maintenance on-premises and in the cloud; thorough knowledge of the utilization, operation, uses, capabilities and care of electronic data processing equipment; thorough knowledge of the principles of computer systems operation on-premises and in the cloud; general knowledge of programming techniques as applied to electronic data processing equipment; some knowledge of general office practices and equipment; ability to communicate ideas effectively orally and in writing; ability to analyze software, hardware, on-premises and in the cloud and recommend adjustments; knowledge of cloud computing concepts, architectures, and best practices; ability to establish and maintain effective working relationships with associates, department heads, vendors and the general public. Health Insurance

The Town provides a group medical insurance including family coverage through our medical provider, Aetna. The Town pays the cost of employee only coverage and shares the costs of adding family members (including domestic partners) to the town plan. Health insurance is effective the first day of of the month following new hire's start date.

Dental Insurance

Dental insurance is an optional benefit administered through our dental provider, Aetna. Dental coverage is paid for by the employee. Coverage for eligible dependents is also available.

Vision Insurance

Vision insurance is a benefit offered through our vision provider, Blue Cross Blue Shield of North Carolina. Vision coverage is paid for by the Town. Coverage for eligible dependents is also available.

Flexible Spending Account

An optional benefit offered through our provider, Flex. Eligible health and dependent care expenses can be paid for with pre-tax dollars allocated onto a Visa card.

Paid Time Off

Annual Leave:

Permenant full-time employees earn between 12 and 26 days per year depending upon years of service. Permenant part-time employees accrue a prorated amount of leave based on hours worked. Sick Leave:

Permenant full-time employees accrue at a rate of one day per month of service or twelve days per calendar year. Shift employees of the Fire-Rescue Department earn sick leave at the rate of five, twenty-four hour tour-of-duty days per calendar year. Permenant part-time employees accrue a prorated amount of leave based on hours worked. Paid-Time Off:

Permenant full-time employees recieve three (3) days (36 hours for Fire-Rescue personnel) per calendar year of time to be used as needed. Time is pro-rated to employee's start date. Permenant part-time employees accrue a prorated amount of leave based on hours worked. Paid Caregiver Leave:

Qualifying employees receive 240 hours of Paid Caregiver Leave to care for an immediate family member including birth or placement of a child in the home for adoption or foster care. This leave does not come from employee's leave bank. Paid Holidays:

There are 12 official Town holidays. Employees in full or permenant part-time positions are eligible for paid holiday time. Local Government Retirement System

All employees in permenant full- or part-time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.

Supplemental Retirement Plan

The Town makes a contribution of 5% for law enforcement officers and 3% for all other employees to town sponsored 401(k) administered through Empower.

employee match is required, however, employees have the option of making contributions on a pre- or post-tax basis.

Additional Benefits

Service Level Benefit payment based on years of service beginning year zero (0) of permenant full-time employment. Paid in December before holidays each year. O2 Fitness membership paid for by the Town. Credit Union: Employees of the Town of Carrboro are eligible to open accounts at the Local Government Federal Credit Union. Tuition assistance is available upon completion of the initial probationary period.
