PURPOSE OF CONSULTANCY Department Objectives: The Health Emergencies Department (PHE) of the Pan American Health Organization (PAHO/WHO) aims to increase health sector resilience to emergencies and disasters. PHE assists the Member States in strengthening the health sector's capacities in prevention, reduction, preparedness, surveillance, response, and early recovery for emergencies and disasters related to any hazards (natural, artificial, biological, chemical, radiological, and others) and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain disasters, including outbreaks, and to provide adequate relief and recovery to affected populations. PHE is responsible for ensuring the implementation and updating of the PAHO/WHO Institutional Emergency and Disaster Response Policy. Organizational Context: Within the Health Emergencies Department (PHE), the Disaster Risk Reduction (DRR) Unit plays a strategic role in strengthening the health sector's capacity to anticipate, withstand, adapt to, and recover from emergencies and disasters. In alignment with PAHO/WHO's institutional commitments under the Sendai Framework for Disaster Risk Reduction, the International Health Regulations (IHR 2005), and the WHO Resolution on Urban Health Emergency Preparedness, the DRR Unit promotes a multihazard, intersectoral, and inclusive approach to disaster risk management in health systems.

The Unit provides technical cooperation to Member States to enhance policy development, institutional capacity-building, and the implementation of evidence-based interventions that reduce risks in health infrastructure. This includes supporting the design and implementation of national and subnational strategies for hospital resilience, conducting facility assessments, facilitating simulation-based learning, and promoting innovative tools such as self-paced courses, virtual reality modules, and rapid assessment methodologies.

The Unit also serves as a technical hub for coordination between countries, health authorities, and regional and global partners to ensure coherence in disaster risk governance in health. Through its initiatives such as the Resilient Hospitals Initiative, capacity-building programs, and regional monitoring of DRR indicators, the Unit contributes to PAHO's overarching goal of ensuring continuity of essential health services before, during, and after emergencies.

In this context, the consultant supports the DRR Unit by contributing to the design, implementation, and evaluation of tools, trainings, and strategies that operationalize health resilience across the Region of the Americas. The consultant's work also supports the institutionalization of DRR across urban settings and contributes to technical guidance, resource development, and regional cooperation. In addition, the consultant is dedicated to resource mobilization, program management, partnerships, advocacy, and information management in the field of disasters. The Consultant supports the unit's resource mobilization efforts and supports project/program management for the DRR unit in continuous interaction with relevant staff at all levels of the Organization. The consultant also serves as the project manager for the closure of the IREP-C19, coordinating final reporting, communication products, and high-level meeting preparations.

DESCRIPTION OF DUTIES: Duties and Responsibilities:

Under the general guidance of the Director of PHE and the direct supervision of the Unit Chief of DRR the incumbent is responsible for the following assigned duties: Conduct financial analysis of grants, including expenditure tracking and variance analysis. Support the implementation and monitoring of grants and flexible funding, ensuring timely and efficient delivery of results. Coordinate the gathering and synthesis of programmatic and financial information across the Unit. Collaborate with technical officers to ensure coherence and integration across inter-grammatic activities. Liaise between administrative and technical staff to support alignment in project implementation and reporting. Assist in the preparation of the biannual performance measurement assessment (PMA), including coordination of inputs and drafting of summaries. Contribute to the development of internal and external reports, technical briefs, presentations, and donor documentation. Support donor reporting and compliance processes, including documentation, timelines, and formatting requirements. Facilitate meetings, prepare agendas, record minutes, and follow up on action points. Support the development and tracking of the Unit's Biennial Work Plan (BWP) and Semi-Annual Work Plans (PTS); ensure that the responsible project coordinators provide required planning data and information to adequately assess and report on implementation of projects' expected results, products/services, milestones achievement, etc. Support strategic donor engagement and the development of funding proposals. Contribute to the development of regional donor profiles and solicitation strategies and strengthen and maintain relations with donors to raise funds, as well as identify and exploit new funding opportunities. Support resource mobilization efforts and act as liaison with key partners and stakeholders to strengthen collaboration. Support the technical team in the development of project proposals, concept notes, technical meetings, and project implementation. Finalize the closure phase of the IREP-C19 project, contributing to the publication of the final high-visibility technical report and coordination of the associated high-level meeting. of grants, including expenditure tracking and variance reports. Engage in corporate efforts for strategic and operational planning, programming, budgeting and resource coordination and mobilization to enable the entity's technical cooperation. Product Deliveries:

1. Delivery date

: 09/30/2025 $ 4400.00.

Report including:

Mapping of the Unit's funding structure and financial planning. Financial Analysis Report. Coordination meeting facilitation. Support the technical officer on the elaboration of the Report on the implementation and results of Strategic Risk Assessments (STAR) at the national and subnational levels in Member States.

Report including : Updated technical briefs and donor materials. Support the technical officer to develop the technical report on the regional implementation, monitoring, and strengthening of the Initiative for Resilient Hospitals in the Americas.

Liaison and coordination report with CDRI:

Document engagement with CDRI through meeting records and coordination logs. Support follow-up actions and ensure continuity in the strategic partnership.

Donor proposal and/or concept note:

Draft and finalize one funding proposal and an accompanying concept note aligned with DRR strategic priorities. Coordinate with technical teams and ensure alignment with PAHO's resource mobilization standards and procedures.

2. Delivery date

: 10/15/2025 $ 2200.00.

Partner mapping and analysis report:

Conduct a situational analysis of the health financing landscape to inform strategic planning. Identify potential partners aligned with DRR priorities, develop a detailed partner mapping including interests and previous engagement, and define internal roles and responsibilities within the team to support effective resource mobilization and coordination.

DEVCO final report:

Prepare the final narrative and financial report for DEVCO, consolidating achievements, deliverables, and lessons learned in coordination with implementing teams, ensuring compliance with donor and PAHO requirements.

3. Delivery date

: 11/25/2025 $ 5800.00.

Governing Bodies final report: Prepare the final narrative and financial report for GBA, consolidating achievements, deliverables, and lessons learned in coordination with implementing teams, ensuring compliance with donor and PAHO requirements.

IREP-C19 Final Report:

Coordinate with the designer/editor for final layout and formatting. Lead coordination with the publication and communication teams for dissemination. Ensure review and approval by the IREP-C19 teams. Support the organization and follow-up of the final high-level meeting, including preparation of a lessons learned report. Updated Financial Analysis Report.

4. Delivery date

: 12/29/2025 $ 4800.00.

Ensure that all financial transactions of the unit are appropriately managed for the biennium closure, including the timely closing of obligations and the establishment of accruals, where necessary. Prepare draft inputs for the Performance Measurement Assessment 4 Coordinate and compile inputs from HP for PMA processes and draft summary reports to contribute to entity and OCM reports.

Final Report: Summary and Recommendations Compile a comprehensive final report summarizing support provided throughout the period, including actionable recommendations for enhancing coordination and operational efficiency.

Education requirements (Qualifications)

Essential : University bachelor's and master's degree in social sciences, economics, finance, or related fields such as international relations or public administration.

Experience requirements

At least five (5) years of relevant professional experience in program or project coordination, preferably within international organizations, public institutions, or development agencies. Demonstrated experience in financial analysis, budget tracking, and monitoring of grants or externally funded projects. Experience supporting technical teams with planning, implementation, and performance monitoring processes. Familiarity with institutional performance frameworks, donor reporting, and results-based management. Technical Skills and Competencies:

Strong organizational and analytical skills with the ability to gather and synthesize information across technical and administrative teams. Ability to coordinate timelines, support performance assessments, and manage data for reporting and decision-making. Skilled in preparing clear and concise reports, briefing notes, and presentations for internal and external audiences. Additional skills

Proficiency in Microsoft Office tools (Excel, Word, PowerPoint, Outlook, Teams) and experience with enterprise resource planning systems (e.g., ERP, PMIS) is highly desirable. Solid understanding of the institutional structure and decision-making processes of PAHO, WHO, and their Governing Bodies. Proven ability to draft high-quality technical, analytical, and strategic reports. Experience assisting in the design and preparation of project proposals aligned with regional public health priorities. Demonstrated knowledge of international organizations and multilateral development environments. Excellent writing, organizational, and interpersonal skills. Languages

Excellent written and spoken English and Spanish; working knowledge of Spanish or English. Working knowledge of French or Portuguese would be an asset. Location

The incumbent will be expected to perform this position's duties and responsibilities remotely.

Expected contract duration

Four months: 1 September 2025 to 31 December 2025, with possibility for extension.

Remuneration

The consultant fees will follow the PAHO consultant payment scale, Band A.
