Job Description
TITLE: Chief Operations Officer
FT/PT: Full-time (35+ hours per week, may include some evenings and weekends)
CLASSIFICATION: Exempt
SALARY : $100,000 + Based on Exp.
PAY GROUP: Grade 27
REPORTS TO: Chief Executive Officer
SUPERVISES: Program Directors
FUNCTION: The Chief Operations Officer/Program Services Director is responsible for providing direct management of all Programs and their director and the indirect management of direct services personnel and, in the absence of the Chief Executive Officer, all administrative personnel. The COO/ Program Services Director will supervise and maintain the administrative support functions and assist the Chief Executive Officer in all aspects of the agency’s operations.
Essential Duties & Responsiblities
ORGANIZATIONAL OPERATIONS AND PROGRAM MANAGEMENT
- Oversee daily operations across all service areas, ensuring alignment with mission and strategic goals and in support of the CEO’s organizational vision.
- Supervise the Program Directors and Contractual Workers, providing them with adequate support and feedback to carry out the program directives of the agency.
- Ensure smooth operation and compliance (regulatory and otherwise) for all programs.
- Coordinate the flow of communication between the programs and the administrative office, particularly on project and program development.
- Make recommendations and provide insight on long-range programmatic and financial goals for the agency, including assisting in the development and implementation of the agency mission and strategic plan.
- Cultivate, promote, and protect the image of the agency, as well as develop program referrals, resources, and networking agreements within the community-at-large.
- Research and resolve any operational problems that arise.
- Provide risk management for program/client services.
- Provide case consultation services to programs as needed.
- Serve as a leadership partner with the CEO to turn vision into execution.
- Collaborate on organizational strategy, planning, and decision making.
- Support the CEO in managing new initiatives and change processes.
- Oversee the data collection and analysis process for the agency and assist with the submittal of reports and proposals as needed.
- Monitor the documentation of services and the collection of service data throughout the agency, ensuring that service contracts are being met, including agency goals and objectives.
- Assist the CEO with the submittal of proposals to government sources.
- Submit monthly, quarterly, and year-end reports to the Chief Executive Officer, government, and private funders.
- Conduct performance evaluations of all Program Directors as specified in the personnel guidelines.
- Coordinate with the HR Director/Training Coordinator to ensure that program staff are adequately trained.
- Participate in the interviewing and selection process of program staff.
- Attend monthly management meetings to discuss agency progress and problems.
- Participate in leadership team meetings.
- Attend other management meetings, as necessary.
- In the absence of the Chief Executive Officer, approve agency new hires and terminations.
- In the absence of the Chief Executive Officer, supervise all department heads and administration office personnel.
- Collaborate on budgeting, financial forecasting, and resource allocation.
- Monitor expenditures and cost effectiveness in service delivery and operations.
- Support grant compliance and operational requirements with data management.
- Review written materials (i.e., magazines, news articles, publications etc.) to secure pertinent information that would promote the development and/or image of the agency.
- Attend all Board Meetings.
- Act as a liaison and participate in Board Committees, particularly the Program Committee.
- Assist the Chief Executive Officer in carrying out special projects.
- Assist the Chief Executive Officer in agency progress and project development.
- Maintain a high standard of written and oral communication with the Board of Directors, staff, the public, and others served by the agency. This includes follow-up on acknowledgements, thank-you notes and other acts of appreciation.
- Develop public relations with community leaders and other social organizations to increase support, recognition, and awareness of the agency.
Education & Experience:
- An M.A. degree in the humanities and/or not-for-profit management (education, social science, family therapy, community psychology etc.) with 4 years’ related experience.
- Will consider a BA degree in the humanities and/or not-for-profit management with 6 years applicable experience.
- LCSW preferred.
- Proven ability and experience to manage, supervise, and administer a broad scope of programs that includes meeting city, state and federal contract compliance.
- 40-hour domestic violence training (must have within 6 months of hire).
- Must be Illinois Certified Domestic Violence Professional (within 1 year of hire date).
- Operational leadership and proven experience managing complex operations in a mission-driven environment.
- Relevant program knowledge in domestic violence, housing, trauma-informed case management.
- Ability to build systems, improve efficiency, and strengthen internal processes.
- Collaborative leader with the desire and ability to lead a cross-functional team and work in partnership with the CEO and board of directors.
- Respond effectively to challenges and manage in all situations with confidence and compassion.
- Ability to interpret programs and operational data to improve service delivery.
- Excellent verbal skills.
- Ability to communicate effectively to diverse group(s) of people in varied settings, including public speaking.
- Bi-lingual Spanish a plus.
- Excellent proposal and technical writing skills.
