Minimum Requirements: • 8+ years: Eliciting requirements through customer interviews and writing system requirements. • 8+ years: Working with software development life cycles (SDLCs). • 8+ years: Business process re-engineering and software process flow improvement. • 8+ years: Developing user stories and use cases following business analysis best practices. • 8+ years: Designing mockups and wireframes aligned with UX best practices. • 5+ years: Strong communication and facilitation skills. • 5+ years: Excellent writing and organizational skills.
Preferred Experience: • 3+ years: Experience with Modern Requirements (requirements management software). • 3+ years: Experience with Atlassian Jira (issue tracking software). • 2+ years: Experience working with TEA or other state/local education agencies. • 1+ year: Familiarity with Teacher Incentive Allotment programs, federal/state grants, or student outcome data.
Position Overview: • The Business Analyst (BA) plays a critical role in advancing the agency's mission to improve educational outcomes for Texas students. • This position supports multiple strategic initiatives, including the development of public dashboards for post-secondary outcomes and the implementation of supplementary grants for grades 1-3. • The BA performs advanced business analysis and user experience (UX) design to ensure intuitive, effective, and standards-compliant solutions. • Acting as a bridge between program stakeholders and software development teams, the BA is involved throughout the entire software development life cycle-from requirements gathering to post-implementation enhancements. • This role demands strong analytical, communication, and design skills, along with a deep understanding of business processes and user-centered design principles. • The ideal candidate will be proactive, detail-oriented, and experienced in managing complex projects within a collaborative environment. Key Responsibilities • Perform advanced, senior-level business analysis and user experience (UX) design. • Ensure design decisions are grounded in user research and align with agency and industry standards. • Collaborate with product teams and stakeholders to develop effective design solutions. • Serve as a liaison between program/customer teams and software development teams. • Participate throughout the full software development life cycle (SDLC). • Manage requirements specifications and verify fulfillment, including post-implementation enhancements.
