Senior Accountant

Under the supervision of the Assistant Finance Director and under the overall supervision of the Chief Financial Officer, the Senior Accountant is responsible for ensuring the accuracy and integrity of the City's financial records and reporting in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and City policies. This role is integral in supporting city-wide financial operations, leading complex accounting activities, and ensuring compliance with regulatory standards and best practices. - Perform advanced accounting functions including the preparation and review of journal entries, account reconciliations, and monthly, quarterly, and annual financial reports. Prepare schedules and documentation for the Annual Comprehensive Financial Report (ACFR) and external audit processes. Maintain and reconcile the general ledger and subsidiary ledgers, ensuring accuracy and proper classification of financial transactions. Track and report on capital improvement projects, including budgeting, cost reconciliation, project closure, and integration into fixed assets. Manage the Citys capital asset inventory, including tracking acquisitions, disposals, depreciation, and asset transfers. Manage fund transfers, and oversee pooled cash accounting Administer financial elements of grant funding, Tax Increment Reinvestment Zones (TIRZs), Public Improvement Districts (PIDs), and developer agreements. Track and process debt payments, leases, and compliance with bond covenants and reporting requirements. Coordinate and support internal and external audits by preparing necessary documentation and responding to auditor inquiries. Ensure compliance with federal, state, and local regulations. Evaluate current accounting processes and recommend improvements, including leveraging automation and ERP systems such as Tyler Incode or similar platforms. Provide support and training to staff on financial systems and ensure adequate internal controls are maintained. Performs other duties as assigned or needed. Bachelors degree in Accounting, Finance, or related field. Minimum of five (5) years of progressively responsible governmental accounting experience; CPA or CGFO certification preferred. Must possess and maintain a valid Texas Drivers License and provide proof of insurance. Ability to pass a background check and pre-employment drug screening. ADA COMPLIANCE Physical Ability: Task involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing, and/or pulling of objects and materials of medium weight (10-25 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Ability to drive to and from meetings and events. Sensory Requirements: some tasks require the ability to perceive and discriminate colors or shades of colors. Some tasks require the ability to perceive and discriminate sounds. Some tasks require the ability to perceive and discriminate odors. Some tasks require visual perception and discrimination. Some tasks require oral communications ability. Environmental Factors: Tasks are regularly performed without exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents.
