The Director will work closely with executive leadership, IT management, and key stakeholders to prioritize initiatives, manage resources, and ensure compliance with state and agency requirements. The role requires exceptional leadership skills, deep program management expertise, and the ability to drive change in a complex enterprise environment.

The role requires exceptional leadership skills, deep program management expertise, and the ability to drive change in a complex enterprise environment.
Key Responsibilities
Establish, lead, and continuously improve the IT Program Management Office (PMO), including governance frameworks, methodologies, tools, and metrics. Experience that will set you apart, ensure all projects and programs comply with
F.A.C. Chapter 60GG-2
standards and agency IT security policies, ideal to have hands on experience but knowledge will be fine. Partner with CIO, CTO, and other executives to identify, evaluate, and prioritize projects based on ROI, compliance, and strategic value. Oversee business case development and ensure strategic alignment of all IT initiatives. Implement effective change management and risk management processes. Monitor and report on project/program performance, ensuring transparency to stakeholders. Mentor, coach, and develop program managers, project managers, and portfolio managers. Drive enterprise-wide standardization in project/program management practices. Ensure IT portfolio delivery meets defined objectives for scope, schedule, budget, and quality. Act as a key escalation point for project and program issues.
Required Qualifications
Bachelor’s or Master’s degree in Computer Science, Business Administration, or related field; or equivalent experience. Project Management Professional (PMP) or equivalent certification. Minimum 10 years of combined IT and business/industry experience. At least 5 years of project/program portfolio management experience. Minimum 3 years of senior leadership experience managing multiple program/project managers. In-depth knowledge of
Florida Administrative Code (F.A.C.), including Chapter 60GG-2 Information Technology Standards , and agency IT security policies. Proven experience implementing enterprise PMO governance and compliance frameworks. Strong risk management, change management, and strategic planning skills. Excellent communication and stakeholder engagement skills. Experience in large government or regulated industry environments. Familiarity with Florida Digital Service guidelines.
