POSITION SUMMARY: The ROSS Service Coordinator supports residents enrolled in the Resident Opportunities and Self-Sufficiency (ROSS) Program in achieving increased earned income, while advancing long term goals. Key responsibilities include outreach, service coordination, and data tracking and reporting. The coordinator conducts assessments, helps residents set and work toward individualized goals, and connects them to voluntary supportive services that address barriers such as unemployment, limited English proficiency, childcare, transportation, food insecurity, and health-related issues. This role also works collaboratively with community partners to expand access to resources and ensures compliance with program requirements in alignment with HUD and agency standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Outreach & Recruitment
  • Develop and implement creative, community-based outreach strategies to engage residents in the ROSS program and meet program goals for participation. • Identify and recruit eligible residents and build lasting supportive relationships through consistent, active engagement.
  • Participate in tenant meetings, community events, and partner agency gatherings as a representative of the ROSS Program.
  1. Participant Coaching & Goal Setting
  • Conduct thorough intake assessments to identify participants’ needs, strengths, and barriers.
  • Collaborate with residents to create person-centered self-sufficiency plans with clear, measurable goals.
  • Provide ongoing strengths-based coaching and case management to each program participant
  1. Service Coordination & Referrals
  • Cultivate and maintain strategic relationships with community partners, employers and service providers to ensure comprehensive support of participants’ needs and goals.
  • Connect residents to voluntary supportive services such as job training, childcare, transportation, education, financial counseling, ESL classes, and wellness programs.
  • Organize and promote workshops and group activities in partnership with internal teams and external agencies to support ROSS participants.
  1. Program Compliance, Data Management & Reporting
  • Maintain accurate, up-to-date participant files and track progress using CHA’s tenant management and case management systems and other tools.
  • Ensure full compliance with HUD and ROSS program requirements.
  • Prepare and submit timely reports to CHA leadership.
  • Support grant writing and reporting related to self-sufficiency initiatives, as needed.

QUALIFICATIONS:

  1. Education:
  • Bachelor’s degree in Social Work, Psychology, Counseling, or a closely related field.
  • Candidates with an Associate’s degree or significant relevant work experience in social services will be considered.
  1. Experience:
  • Minimum of 4 years’ experience and extensive experience in delivering social services to low-income populations, including youth, adults, seniors, and individuals with disabilities.
  • Demonstrated knowledge of voluntary supportive services and community resources available within the local area.
  1. Specialized Knowledge and Abilities:
  • Proficiency with Microsoft Office and standard office equipment (e.g., computer, copier, printer, fax machine).
  • Experience in recruitment, enrollment and retention strategies for clients and partners/service providers
  • Strong skills in advocacy, organization, problem-solving, and delivering measurable outcomes for underserved low-income individuals, families, seniors, and persons with disabilities.
  • Demonstrated ability to work professionally and effectively within a team by communicating clearly, adapting to changing needs, and collaborating across departments.
  1. Work Environment & Additional Requirements:
  • Regular interaction with residents, partners, and staff in office and community settings.
  • Occasional evening or weekend hours for events or participant needs.
  • Valid driver’s license and reliable transportation required.
