ERSEA Specialist (Head Start Programs)

Reports to: AVP of Early Education Outreach

SUMMARY: The ERSEA Specialist is responsible for facilitating tasks related to eligibility, recruitment, selection, enrollment and attendance within an assigned region/county. This role includes community outreach, recruiting, monitoring of all related ERSEA data, T/TA, and staff coaching.

MINIMUM QUALIFICATIONS: Bachelor's degree in psychology, Social Work Human Development, Human or Family Services, Sociology, Social Services, or related fields. Minimum 1 years Head Start Family Service or ERSEA related experience. Minimum 1 years working with the ChildPlus database system. Minimum 1 years of case management, community outreach, social work, or equivalent experience. Excellent verbal, interpersonal and written communication skills. ESSENTIAL DUTIES:

Provide first level review of enrollment applications and income documentation to ensure eligibility is compliant. Ensure enrollment applications are processed in a timely manner and uploaded in ChildPlus for assigned region. Provide ERSEA onboarding training and T/TA to increase staff ERSEA knowledge and understanding while increasing ERSEA compliance in assigned region. Lead the programs outreach efforts to ensure and maintain full enrollment in assigned region. Monitor enrollment and attendance data in assigned region. Develop recruitment strategies and participate in area wide recruitment activities to locate and enroll new children/families into the program. Ongoing monitoring of ERSEA files - electronic and physical files, to ensure accurate record keeping, Childplus uploading, and ERSEA compliance. Troubleshoot enrollment, attendance and other ERSEA related issues. Ensure staff enter and upload all ERSEA information in CP at the end of each enrollment. Timely prepare and distribute ERSEA reports such as: attendance staffing, selection reports, change of status and other ERSEA related information as deemed necessary. Prepare and disseminate parent communications: acceptance letter, waitlist letter, drop letter, attendance letters and other ERSEA related letters as deemed necessary. Review and approve all change of status requests, records request and provide timely communication to applicable staff. Compile and distribute chronic absence list and enrollment information. Ensure staff contact is made with families to complete enrollments and update information. Monitor attendance plans to ensure contact and plan close out is being conducted in a timely manner. Ensure follow up is being conducted and documented regarding daily absences and children experiencing chronic attendance. Monitor ChildPlus attendance data to ensure daily attendance has been entered and notes are entered for absence children. Lead and participate in monthly attendance staffing Distribute program communications to families through the ChildPlus database system. Work cooperatively with program teams, parents and community members. Ensure submission of Imagination Library registrations. Other duties and special projects as assigned.
