About this Role:
DHCS is seeking a candidate with experience leading complex financial planning, forecasting, and budgeting functions to fill the role of Chief, Fiscal Forecasting Division (FFD), Fiscal.
The Chief, FFD, plays a key leadership role in development and administration of the Department’s budget by overseeing the state’s assumptions, estimates, and funding for the Medi-Cal and other Family Health Programs.
The Chief, FFD, also serves as an advisor regarding the development and implementation of budgets, financial activities, and policies. The Chief, FFD, builds collaborative working relationships with internal and external partners and stakeholders, including but not limited to, the California Health and Human Services Agency (CalHHS), the Department of Finance (DOF), the Legislative Analyst's Office (LAO), and other state, federal, and local representatives.
The Chief, FFD, works under the general direction of the Assistant Deputy Director, Fiscal, and is a member of the DHCS Executive Staff.
This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office.

Demonstrated understanding of governmental fund management practices and processes, especially in a multi-fund environment. Demonstrated ability to make both planned and impromptu presentations before a group of individuals on diverse, complex, and highly sensitive issues. Demonstrated ability to collaborate effectively across high levels of government, external organizations, providers, industry associations, and members, resulting in strategic alignment and, ultimately, the achievement of business outcomes. Demonstrated ability to lead change and transformation efforts within and outside the organization, using excellent communication and change management strategies.

Telework Information
This position is currently eligible for telework up to three days per week and is required to report in person a minimum of two days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
