LOCATION

Role Summary

Assist in administering all functions of the department, involving principally, the establishment and maintenance of uniform accounting procedures and systems, the auditing of receipts and the development of financial data. Assist in the development of policies and managing department decisions. Design and coordinate audit seminars to ensure that field auditors receive the necessary education required by government auditing standards. Responsible for the administration of the office and ascertaining that office policy is being followed in absence of senior leadership.

Typical Job Duties

Oversee the activities of department staff. Plan, schedule, and distribute external audit assignments to monitor accuracy and timeliness of work projects. Privy to highly confidential information including all data resulting from external audits. Perform field reviews of audit work in progress and final reviews of its completed paperwork. Assist in department decisions and recommends strategies to address department performance evaluations, policies, and procedures to ensure daily operations are efficient. Monitor the continuing education received by department staff to ensure current accounting and auditing practice knowledge are up to date. Compile and maintain all training records in order to retain the department's license as a registered continuing professional education sponsor issued by the Illinois Department of Financial and Professional Regulation. Develop and update audit manuals and procedures used by department auditors to ensure compliance with generally accepted accounting principles and auditing standards. Supervise special projects which may occur in areas not covered in the usual audit examination, as directed by senior leadership. Responsible for the administration of the office and ascertaining that office policy is being followed in the absence of senior leadership.

Knowledge, Skills And Abilities

Basic knowledge of policies and procedures of the County Auditor’s office, with the ability to make policy recommendations. Ability to develop, coordinate, and implement programmatic changes while maintaining confidentiality regarding audits. Knowledge of generally accepted accounting principles and auditing standards, with the ability to ensure compliance with laws, ordinances, and regulations. Knowledge of internal control concepts and procedures, with the ability to identify errors, irregularities, and illegal acts and take appropriate action. Ability to provide strategic leadership, insight, support, and direction to support the unit’s mission and goals. Ability to solve complex problems that have long-term impact on the unit and organization. Ability to communicate in verbal, written or electronic formats in a concise and grammatically correct manner. Ability to implement plans and objectives, and oversee the efficiency and performance of specific processes and operations.

Minimum Qualifications

Graduation from an accredited college or university with a Bachelor's Degree or higher and Four (4) years of experience in internal audit, external audit, finance, or directly related experience or An equivalent combination of education and/or experience.

Prefered Qualifications

Graduation from an accredited college or university with a Master’s Degree in Accounting or Finance. Six (6) years of experience in internal audit, external audit, or finance. Four (4) years of previous management or supervisory experience. Certified Public Accountant certificate and licensed by the State of Illinois.

Physical Requirements

Sedentary Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.

RESIDENCY REQUIREMENT: Pursuant to the Shakman Consent Decree, Supplemental Relief Order, and the Cook County Personnel this position is exempt from the County’s career service rules, is at-will and political reasons or factors may be considered when taking any employment action. As an employee in a Shakman Exempt position, if you do not currently live in Cook County, you will have six (6) months from date of hire to establish actual residency within Cook County.
