Position Overview

The Office of General Counsel (OGC) provides legal advice and representation to DCPS' leadership and staff to ensure a high-quality education for all students. Major practice areas include: Labor and Employment, General Practice, and Litigation, including Special Education due process litigation under IDEA. The Deputy General Counsel, General Practice, manages a team of attorneys, paralegals, and support staff, advising on policy and legal matters across the school system. This role reports to the General Counsel and participates in leadership decisions. Essential Duties and Responsibilities Advises senior management on relevant laws and policies. Manages and guides the legal team handling diverse legal issues such as federal education law, contracts, student privacy, and ethics. Reviews, negotiates, and revises agreements including MOUs, contracts, and licenses. Prepares legal memoranda and opinions. Ensures quality and consistency in legal work product. Recruits, develops, and retains team talent. Represents DCPS externally with stakeholders, agencies, and the public. Provides legal training and guidance on policies, legislation, and compliance issues. Contributes to policy development and legislative review. Coordinates with internal and external entities to resolve issues. Reviews reports and provides guidance on compliance and responses. Identifies trends and recommends corrective actions. Qualifications Bachelor's degree and 8-12 years of legal experience. Juris Doctor and DC Bar membership or eligibility within six months. Experience in education law is preferred. Experience managing legal staff is preferred. Strong legal judgment and application skills. Excellent analytical, problem-solving, and communication skills.
