We are actively seeking personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Mission & Capability Support (MCS).
DHS S&T was established by Congress to provide innovative scientific and technical solutions to homeland security challenges. MCS executes Research, Development, Test and Evaluation (RDT&E) to support DHS components including USCG, TSA, CBP, US Secret Service, FEMA, ICE, CISA, and other Homeland Security partners. This role supports these efforts and involves working on rapidly developing technology in response to evolving threats.
This position is hybrid, requiring in-person presence at the DHS S&T site in Washington, DC, as needed. Applicants must reside within the National Capital Region.
Responsibilities
- Provide insight and advice on strategic and technical directions, industry standards, and innovative solutions based on in-depth understanding of relevant developments.
- Assess efficacy, safety, and lifecycle costs of solutions.
- Develop technical and strategic documentation in collaboration with federal managers.
- Translate complex technical requirements into understandable feedback and recommendations.
- Oversee and support government-sponsored research on advanced technologies.
- Evaluate technical approaches for operational feasibility.
- Contribute to modeling, simulation strategies, and enterprise architectures.
- Provide expertise on capability and technology solutions, supporting testing and evaluation strategies.
- Review system design, integration, and R&D efforts to ensure optimal performance.
- Support technology transition from R&D to operational use.
- Participate in meetings, workshops, and program reviews, providing technical feedback and summaries.
- Assist with RDT&E contract development and administration.
- Monitor project performance, review deliverables, and identify risks.
- Support engagement with DHS stakeholders to address operational gaps.
- Perform routine administrative tasks related to program management.
Minimum Qualifications
- Advanced degree with at least 10 years of relevant experience, or 15+ years of experience with certifications and degree equivalencies.
- Proven experience in strategic guidance, technology roadmaps, and market research.
- Strong technical writing skills and ability to communicate complex topics clearly.
- Eligibility for access to classified information and ability to obtain DHS Suitability and Top-Secret Clearance.
Preferred Qualifications
- Degree in Systems Engineering, Electrical Engineering, Computer Science, or related field; experience with unmanned systems is a plus.
- Experience in requirements development, system design, testing, evaluation, and technology transition.
- Excellent communication, collaboration, and problem-solving skills.
- Experience in program management and supporting DHS or similar agencies.
- Active DHS Suitability and Top-Secret Clearance are preferred.

Noblis offers a mission-driven environment with a focus on impactful work, competitive benefits, and a commitment to diversity and inclusion. Salary range for this role is USD $124,000 - $193,750 per year. Remote/hybrid work status may change based on requirements.
