DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. The Office of Science and Engineering (OSE) within S&T, provides science and engineering expertise to enhance critical capabilities that keep our Homeland secure. The office, and its five component divisions, supports the Homeland Security Enterprise technical expertise, analysis, and knowledge products that impact the entire investment lifecycle, from requirements to innovations and operations. The mission of OSE is to “strengthen homeland security operations and acquisition effectiveness through technical expertise, analysis, and knowledge products.”
New teammates will support these efforts, as well as augment our existing team working on rapidly developing technology in response to evolving threats. The Office of Science and Engineering supports the development and transition of solution approaches, technologies, and knowledge products in support of DHS Component customers including U.S. Coast Guard (USCG), Transportation Security Administration (TSA), Customs and Border Protection (CBP), U.S. Secret Service, the Federal Emergency Management Agency (FEMA), Immigration and Customs Enforcement (ICE), the Cybersecurity and Infrastructure Security Agency (CISA), Federal, State, Local Tribal and Territorial (FSLTT) first responders, and the larger Homeland Security Enterprise (HSE).
This Senior Privacy Analyst position supports the S&T Office of Science and Engineering (OSE) team, focusing on office-wide privacy requirements, policies, documents, and procedures are implemented in line with DHS guidance. This position will:
Analyze projects for privacy equities and recommend privacy compliance strategies.
Ensure Privacy Threshold Analysis (PTA) and Privacy Impact Analysis (PIA) are met for all programs and systems.
Develop, update, and review the System of Record Notice (SORN).
Provide recommendations and support to Continuous Monitoring (Ongoing Authorization) for all programs and systems.
Interface and coordinate with the DHS Privacy Office.
Serve on a cross-functional team providing technical direction, reviewing technical work products, tracking performance, and ensuring compliance with contract requirements.
Provide expertise in developing, coordinating and ensuring the delivery of enterprise level privacy requirements, policies, procedures, and documentation are provided to all S&T customers and programs for PTA, PIA, SORN.
Conduct privacy assessments and recommendations on OSE projects.
Recommend standards and best practices to support data protection across sensors, networks, and systems.
Develop standard operating procedures and best practices to improve overall privacy compliance and awareness across the Office.
Conduct training activities to improve overall privacy understanding across the Office.
Qualifications
Required Qualifications: Either an Advanced degree and 10 years of specialized experience or equivalent credits/certifications and 15 years of relevant experience. Experience with Privacy related activities (ex. FOIA, PIA, PTA, SORN). Understanding of technology and its Privacy implications. Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information. Applicants selected must be eligible to receive DHS Suitability. Desired Qualifications: Experience supporting DoD and/or DHS components (e.g. TSA, CBP, FPS, NPPD, DNDO, USCG, ICE) either operationally or through project management. Juris Doctorate. Project and program management experience, with demonstrated increasing levels of responsibility. Certified Information Privacy Professional Certification (CIPP/US). Microsoft Office (especially PowerPoint, Excel, and Project) required. Strong technical writing skills, targeting both technical and non-technical audiences. Experience mentoring early career professionals. Secret Clearance and DHS Suitability are preferred. Client Engagement
