Why does the job exist?The ISD Budget Bureau provides Program, Resource, Administration, and Financial Support to all Income Support Division (ISD) programs. The Financial Analysis Specialist is responsible for proposing and implementing fiscal processes to accomplish the mission and goals of the Health Care Authority's (HCA) Income Support Division (ISD). The Financial Analysis Specialist will: Plan, coordinate, and direct all financial activities of the many diverse programs and multiple funding sources overseen by the ISD; Provide high-level technical, professional, and administrative support to ISD Program Managers and Coordinators; Prepare and monitor financial budgets, purchase orders and agency accruals; Perform financial audits for Program Management Evaluations and; Perform a full range of program, policy, and budget analyses, ensuring compliance with federal and state laws as well as the HCA's policies and procedures. How does it get done?The Financial Analysis Specialist is responsible for: Assisting with developing and monitoring ISD program grant budgets; Monitoring and auditing contract invoicing, accounting, and agency accruals; Completing financial audits for ISD Program Management Evaluations; Anticipating and identifying budget shortfalls and proposes solutions; Overseeing developments of contracts and Purchase Orders, ensuring support of the mission of HCA, and compliance with federal and state regulations and; Maintaining current knowledge of federal and state rules, regulations, and statutes for fiscally managing programs with multiple funding sources. Who are the customers? Health Care Authority (HCA) Income Support Division (ISD) staff; ISD Program Staff (WSFB, LIHEAP, Policy and Work Program); External Contractors & Vendors; HCA Administrative Support Division (ASD) staff. Ideal CandidateThe ideal candidate has: Strong Analytical skills in accounting and auditing; Federal Grant and State Contract management experience; The ability to perform detailed reconciliations and budget review; Personable customer service ability using both verbal and written communication; Proficient experience with SHARE Financial and; Advanced Excel, Word, and Outlook Experience. Minimum QualificationBachelor's degree in finance, accounting, economics, or business administration and four (4) years of directly related experience in budgeting, accounting, and/or auditing. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. Employment RequirementsMust possess and maintain a valid Driver's License.Must obtain a Defensive Driving Certificate.Employment is subject to a pre-employment criminal history background investigation and is conditional pending results. Working ConditionsWork is performed in an office setting with exposure to Visual/Video Display Terminal (VTD) and extensive personal computer with extended periods of sitting, moderate to high volume workload and stressful situations due to deadlines and multiple demands.
