Job Summary
The Deputy Director of Engineering - RRO will assist the Director of Engineering, managing resources and activities of the Operations and Maintenance contractor. These activities include inspections, maintenance, design, and construction along the right-of-way owned by the MBTA. The Maintenance of Way disciplines include track, bridges/other structures, facilities, communications, and signals. The Deputy Director will also supervise a small professional staff.
Duties & Responsibilities

  • Develop, implement, and manage programs, procedures, and standards for the Commuter Rail
  • Interface with agency staff, contractors, vendors, federal agencies, and state agencies related to maintenance of way activities including bridge engineering, track, communications, signals, facilities, construction, operations and safety issues on MBTA/MassDOT owned property, or other railroads utilized by MBTA trains.
  • Supervise contractors and vendors to ensure their work meets contract specifications, MBTA standards, and established deadlines - taking corrective action when necessary.
  • Develop work schedules for projects including preventative maintenance, inspections, design, construction, repairs, and upgrades.
  • Develop, prepare, administer, and monitor the annual Railroad Operations Engineering budget.
  • Develop independent cost estimates for projects and programs.
  • Act as the engineering efforts point of contact for the MBTA; federal, state, and local agencies; consultants; freight railroads; and Amtrak.
  • Define, uphold, and direct maintenance of way standards (e.g., AREMA, FRA, etc.) for engineering, design, construction, and maintenance activities that impact MBTA's property.
  • Drive a company or personal vehicle to visit and inspect work sites and to assist at emergencies and/or events as needed.
  • Respond to each inquiry, whether from a customer, vendor, or co-worker in a courteous and professional manner
  • Uphold the rights and interests of the MBTA while building and maintaining an effective relationship with employees.
  • Assist in the management of a workforce by ensuring the fair and consistent application and strict adherence to the rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA.
  • Perform all other duties and projects that may be assigned.
Minimum Requirements & Qualifications
  • A Bachelor's degree in civil, structural, or electrical engineering or a related field from an accredited institution
  • Five (5) years of experience in structural engineering and railroad or transit construction projects, contracts, maintenance of way activities (track, bridges, facilities, communications & signals), and operating procedures
  • Two (2) years leadership, people management and/or large projects
  • Familiarity with Federal Railroad Administration (FRA) track rules and regulations, as well as appropriate parts of 49 CFR 200-299
  • Effective organizational, interpersonal, analytical, and conflict resolution skills
  • Must be capable of developing complex project cost estimates and schedules, engineering, design, construction, inspections, testing, oversight, and commissioning.
  • Working knowledge of Word, Excel, and database applications
  • The ability to make sound decisions under pressure, handle sensitive and confidential information in an appropriate manner, and effectively communicate with regulatory agencies, community organizations, and others on technical and sensitive matters.
  • Effectively communicate with customers, employees, vendors, consultants, federal, state and local government entities.
  • Excellent customer service, speaking and writing skills.
  • The ability to supervise and work effectively with a diverse workforce.
  • Maintain a valid driver's license.
Preferred Experience And Skills
  • A registered Professional Engineer (P.E.) in the state of Massachusetts
  • Experience with passenger train railroad operations and/or maintenance
  • Familiarity with FTA, FRA, NORAC, DPU, and NTSB policies and procedures
Substitutions Include
  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
  • An associate's degree from an accredited institution and an additional three (3) years of directly related experience substitutes for the Bachelor's degree requirement.
  • A master's degree in a related subject substitute for two (2) years of general work experience.
  • A nationally recognized certification, or statewide/professional certification in a related field substitutes for one year of experience

  • Ability to effectively read, comprehend, communicate, and respond to instructions, orders, signs, notices, inquiries, etc. in English.
  • Be at least eighteen (18) years of age, except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston, MA metro area, as required by the role.
  • Ability to provide internal and external customers with courteous and professional experiences.
  • Ability to work effectively, independently, and as part of a diverse workforce team (or supervise, if required).
  • Ability to uphold the rights and interests of the MBTA while building and maintaining effective relationships with employees and co-workers.

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and / or medical Clinic screening, potentially including a physical examination and drug and alcohol screenings.
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally, interns / co-ops must have valid work authorization and U.S. Social Security Number prior to starting their positions and throughout the duration of their program.
