King County is seeking an innovative Emergency Management Program Manager who will play a key role in the day-to-day planning and delivery of emergency management support services within the Facilities Management Division (FMD). This position has a leadership role in shaping and implementing King County and FMD emergency mitigation, preparedness, response, and recovery policies and programs across FMD lines of business and to other County agencies as an internal service provider. The position will ensure plans and policies are in place to mitigate against serious loss of facilities during minor and catastrophic natural and man-made events. This position serves as the subject matter expert in facilities emergency management and is an authoritative strategic advisor to the FMD Director and other county agencies about mitigation, preparedness, response, and recovery requirements and procedures.

This position is directly responsible for developing and maintaining FMD's Continuity of Operations Plan, Hazard Mitigation Plan, internal training and coordination and synchronization of planning efforts with the County's Office of Emergency Management plans and larger mitigation efforts and strategy. This position develops and implements training strategies, classes, activities and exercises preparing FMD staff to respond to and recover from all types of emergencies.

This position will report to the Deputy Division Director – Operations.

Who are we? Through a workforce of over 300 dedicated employees, the FMD operates and manages the County's capital assets by developing and maintaining cost-conscious, sustainable, high-quality facilities, and environments. The Building Operations Section of FMD maintains approximately 3 million square feet in facilities where King County provides regional services, including the King County Courthouse and District Courts, Maleng Regional Justice Center, King County Administration Building, King County Animal Shelter, and several Public Health facilities. Our facilities range in age from 8 to 100 years, with equipment such as boilers, chillers, DDC controls, ventilation fans, pumps and compressors, and fire/life/safety systems.

The successful candidates for this position, at a minimum, will demonstrate skill and ability to:

Manage, develop and administer multiple emergency management programs; prepare complex components of FMD's Emergency Management Plan, Disaster Plan and mitigation and recovery plans; manage contracts and grants including preparing final reports as required. Act as key advisor to FMD executives, managers, supervisors and first responders, with a significant role in planning and managing FMD's emergency preparedness, response and recovery policies and programs to ensure compliance with King County directives and policies. Develop and maintain a comprehensive Continuity of Operations plan that incorporates plans, policies, and procedures for a catastrophic event with an emphasis on immediate response, and recovery. Plan, develop and implement strategies, programs, exercises, and training for executive, management and supervisory staff as well as first responders who will be involved in King County and department emergencies. Interact with other County departments, local, State and Federal agencies as appropriate, who are involved in region wide planning for response and recovery actions and activities. Develop, implement and maintain emergency operations procedures which are compliant with Federal guidelines such as the National Incident Management (NIMS), County policies and laws. Manage projects of varying size and complexity that may include oversight responsibilities as assigned. Serve as a liaison between FMD, King County Office of Emergency Management, City of Seattle Emergency Management and Washington State Office of Emergency Management. Act as emergency management "duty officer" representing FMD during to during regular and non-business hours. Perform other duties as assigned. WE ARE LOOKING FOR CANDIDATES WHO:

Have advanced knowledge of current emergency management principles and practices and Federal, State and County laws and regulations pertaining to emergency management. Can transform this knowledge into scalable and understandable policies and plans which accurately define and mitigate all hazards. Skilled in communicating orally and in writing including making formal presentations, writing detailed briefing memorandums and policy papers. Has at least five years of progressive experience in emergency management planning, response, recovery and continuity planning for a large operational department or entity. Experience acting as a key advisor on technical matters and developing policy recommendations for senior management. Ability to effectively work in a multi-cultural workplace with a diverse customer base; Skill in facilitation, negotiating, problem-solving and decision making. Skill in using current office word processing, spreadsheet and email software programs. Ability to handle multiple competing priorities within tight timelines and during high pressure situations; Skill in working with decision makers in a political environment. LICENSING, CERTIFICATION, AND OTHER DESIRABLE REQUIREMENTS: Additional licenses, certifications and other requirements determined to be necessary to meet the business needs of the employing unit may be required.

Completion of ICS 100, 200, 300, 400, and IS 700, 800 Certified ICS Instructor Completion of FEMA Professional Development Series Graduate degree in emergency management, resource management, logistics management or public administration

NECESSARY REQUIREMENTS:

Candidates must possess a valid Washington State Driver's License or the ability to travel throughout King County in a timely manner. Serve in the Emergency Coordination Center (ECC) in an operational capacity or at other locations as may be assigned during exercises, emergencies or disasters.
