King County’s Finance and Business Operations Division, Financial Management section, is seeking a

Lease Accounting Lead (Business & Finance Officer 3)!

Lease Accounting Lead

This position oversees a team of four Lease Accountants; the team has primary responsibility for identifying, interpreting, and capitalizing new leases under the requirements of Generally Accepted Accounting Principles for Governments in the United States (GAAP). The work in 2023 will be heavily focused on software leases ( GASB 96: Subscription Based Information Technology Arrangements ) and Availability Payment Arrangements ( GASB 94: Public-Private and Public-Public Partnerships and Availability Payment Arrangements ) while 2024 will focus on harmonizing and optimizing the County’s implementation of

GASB 87: Leases

along with GASB 94 and GASB 96.

Scope of Job Duties:

To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to: Serve as the County’s subject matter expert on lease accounting for all County funds. Lead and mentor effective teams consistent with the County’s values particularly, we are racially just, we respect all people, and we are responsible stewards. Independently and with minimal supervision, prepare notes to the financial statements (proprietary or governmental funds) on the full accrual or modified accrual basis of accounting; prepare schedules supporting the notes, and support audits of those notes. Prepare concise, organized, written and oral responses to inquiries from agency staff, auditors, colleagues, and the public. Interpret accounting policies, standards, and audit guides to ensure conformity and compliance with legislation and authoritative pronouncements. Develop and recommend process and procedure changes as necessary.

Minimum Qualifications: Experience in governmental accounting / financial reporting, governmental audit experience, or equivalent experience in a non-governmental setting. Experience accounting for Leases under any of the modern lease accounting standards (GASB 87, ASC 842, or IFRS 16). Technical experience using automated accounting, financial management, and financial reporting systems. Can effectively use the Microsoft Office suite of software (Word, Excel, Outlook, and PowerPoint) and willing to learn Google Workspace (Sheets, Docs). Ability to think critically and perform financial analysis and reporting of complex accounting information requiring high attention to detail Possess a range of leadership and communication skills that enable effective communication with individuals from diverse backgrounds at all levels of the organization, auditors, and customers outside the organization. Strong communication, interpersonal, writing and customer service skills Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products. We would love it if you have: Accounting license (CPA) or certification (CGFM, CPFO, CMA, etc.) Bachelor’s degree in accounting or related discipline Experience with LEAN processes and principles Experience with SharePoint, MS Teams and other collaborative online tools

The Finance and Business Operations Division's mission is to provide exceptional customer value for accounting, procurement, treasury, and small business services. We are actively seeking employees whose behavior is in alignment with our division's core values.

Other Position Information: This position is Exempt from the provisions of the Fair Labor Standards Act and is therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. This position is represented by Teamsters 117.

The work associated with this position will be hybrid. Typically, one day in office per week and three days in office per week during peak workload, February 15 – April 15.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
