Job Description Position Title: Associate Vice President for Facilities Management and Planning

Eastern Connecticut State University is seeking a qualified candidate to fill the position of Associate Vice President for Facilities Management and Planning. Located in Willimantic, Connecticut, approximately 1.5 hours from Boston and 2 hours from New York City, Eastern is one of four universities in the Connecticut State College and University System (CSCU). The Associate Vice President operates under the direction of the Vice President for Finance and Administration and is responsible for implementing the campus Master Plan, overseeing capital plan execution including planning, budgeting, and construction oversight, and managing the operation and maintenance of university buildings, grounds, and utilities. The role supervises a staff of over 100 employees across various functions including Capital Projects, HVAC, Heat Plant, Plumbing, Electrical, General Maintenance, Carpentry, Locks, Custodial, Grounds, Warehouse & Stores, and Vehicle Maintenance. By ensuring detailed attention to facilities and grounds, the position supports the university's mission and strategic goals by maintaining a safe, attractive environment that promotes student success and excellence. Primary Accountabilities:

Serve as a technical advisor to the President and senior staff. Prepare reports for the Board of Regents, Department of Transportation, Department of Public Works, and other agencies. Lead development of project scope, schedule, and budget for major capital projects, including design and construction oversight. Manage budgets for current projects, code compliance, infrastructure improvements, and deferred maintenance; develop annual and five-year plans. Oversee operational budgets for facilities, utilities, personnel, contracts, supplies, and grants; monitor expenditures and fiscal performance. Ensure project plans and specifications meet code, safety, and campus standards; oversee design reviews and compliance processes. Assist with procurement processes including RFPs, bids, and contracts for maintenance and capital projects. Conduct annual inventory of assets. Develop policies with HR for department operations aligned with labor contracts. Coordinate staffing requests, hiring, training, and performance evaluations for department personnel. Assist in developing the Facilities Master Plan. Supervise maintenance and operation of vehicles, equipment, and furniture. Participate in the Green Campus Committee, monitor greenhouse gas inventory, and promote sustainability initiatives. Serve on the Safety Committee. Develop strategies for space utilization and maintain campus space inventory. Prepare for emergency responses related to Facilities Management. Perform other duties as assigned. Qualifications:

Bachelor’s degree in architecture, engineering, or related field, with at least five years of managerial experience in facilities management. A Master’s Degree, professional engineering license, or certifications such as CEFP, FMP, or CFM, along with experience in a college or university setting, are preferred. A minimum of ten years of progressive facilities experience, including five in a supervisory role, is required. Equivalent experience may be considered.
