The Supervisory Supply Management Specialist - Assistant Chief Supply Chain Officer (ACSCO), serves as the alternate to the Facility Chief Supply Chain Officer (FCSCO) and is assigned continuing responsibility for managing a major part of the Logistics Service in the supply chain management (SCM) program with the direction and opinion of this role having the same authority given to the Service Chief. Responsibilities include overseeing, guiding, managing, and integrating supply chain operations across the organization; planning and coordinating fiscal, acquisition, clinical, and administrative operations; establishing, monitoring, and managing the performance and measurement of logistics functions for all aspects of the supply chain; conducting logistics audits, compliance reviews, and program effectiveness/efficiency reviews; planning and managing all levels of supply chain activities involved in sourcing, procurement, and logistics management; responsible for linking major business functions and processes within the organization into a cohesive and high performing business model; forecast planning and budget execution for healthcare resources and services, supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution; leading and/or participating in regular meetings, ensuring logistics needs and requirements are being met; performing other related duties as assigned. Requirements Conditions of Employment You must be a U.S. Citizen to apply for this job. Selective Service Registration is required for males born after 12/31/1959. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/25/2025. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: To meet the minimum qualifications for this position, you must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Supervisory Supply Management Specialist. Specialized experience includes, serving as a supply chain management leader/supervisor, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of a logistics program. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in overseeing and managing a group with a variety of occupations and subordinate supervisors. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Administration and Management Problem Solving Planning and Evaluating Technical Competence Acquisition Strategy Financial Management Leadership Managing Human Resources Physical Requirements and Work Environment: The work is primarily sedentary; however, the position is required to participate on environment of care rounds, Internal and External Quality Reviews, and external auditor site visits. These reviews include a review of work areas including warehouse, supply areas that require personal protective equipment such as operating room and lab, and equipment disposition areas that involve removal of hazardous waste. This may require long periods of standing, walking, and/or maneuvering around moving or otherwise hazardous equipment such as forklifts, pallet jacks, and cart washers. Work area is adequately lighted, heated and ventilated. May require occasional travel.
