Summary This position serves as a Property Manager in the Material Management Division of the Logistics Service in a VA Health Care System (VA HCS) and supported catchment area, with responsibility for the inventory and lifecycle management of all non-expendable (NX) equipment in the assigned area(s). Responsibilities Position Description / PD#: Inventory Management Specialist (Non-Expendable - NX) / PD99824-S Work Schedule: Monday - Friday, 8:00am - 4:30pm Manages the lifecycle of non-expendable assets in the VA HCS and supported catchment area. Specific duties performed in this capacity include but are not limited to: Conducts short, mid and long-term advanced planning for new and replacement NX assets, utilizing enterprise-wide computerized planning tools. Analyzes data to include projected lifecycle, down time, repair rates, lost workload, cost, depreciation, trade-in value and other factors which impact procurement decisions. Utilizes a range of well-established and commonly applied inventory principles, standard and non-standard methodologies, and concepts to determine need to intervene in the supply system in response to fluctuations in rates of usage, cost, availability for established suppliers, alternative sources of supply and other similar conditions. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase high-tech, high-cost medical devices, surgical equipment devices and major classes of materials, displaying familiarity with contracting laws and regulations with industry practices. Conducts data/information analysis for acquisition planning associated with materials and/or capital equipment. Conducts market research on product pricing and performance. Identifies equipment items that offer the greatest potential for standardization. Ensures equipment accountability at each service line is appropriately managed, assigned, and monitored through the monthly 5% inspection program. Manages and controls all inventory transactions for non-expendable medical equipment requests and transactions. Resolves inventory problems requiring extensive and exhaustive research of receipts, issues, surveys and other available sources. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5; For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To meet the minimum qualifications for this position at the GS-7 grade level, you must meet one of the following: Specialized Experience (GS-7): You must have one (1) full year of specialized experience equivalent to the GS-5 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: Conducting research and maintaining perpetual inventory accounts for non-expendable equipment in a data base system. Determining required sources of equipment. Purchase card program and simplified acquisition procedures Using bar code scanning equipment and appropriate tagging equipment to implement property accounting systems. Researching and analyzing information to resolve questions and issues, and improve operations; and advising on the management, control, and accountability of equipment in use. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a bachelors degree may be used to qualify applicants for the GS-7 level. To meet the minimum qualifications for this position at the GS-9 grade level, you must meet one of the following: Specialized Experience (GS-9): You must have one (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: Maintaining inventory control records in an automated system. Managing a property management program and determining the means and methods to resolve issues and improve operations. Determining required sources of equipment, purchase card program and simplified acquisition procedures. Researching and analyzing information to include tracing sequences of inventory management transactions. Advising on the management, control and accountability of equipment in use. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements: Work is normally accomplished in an office setting; however, due to the nature of the position and duties, may be called upon to assist in the receipt, storage and distribution of various supplies, primarily consisting of lifting light boxes generally less than 40 pounds, utilizing appropriate material handing devices, and placing items on shelves or carrying them elsewhere on station or within the catchment area.
