About the Office of Behavioral Health
Located within the Colorado Department of Human Services, the Office of Behavioral Health (OBH) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight for the public behavioral health system. OBH funds, supports and monitors numerous mental health and substance abuse community programs and providers, and reviews and designates the State’s 27-65 providers. OBH also operates the Colorado Mental Health Institutes at Fort Logan and Pueblo. OBH executes the State’s federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds.
This work unit exists within the Data and Evaluation section of OBH, which exists to gather, analyze, interpret, and disseminate information about behavioral health service policy, regulation, quality, and outcomes. The goals of this unit are influenced by and/or are accountable to federal and state law, regulation, policy, funding and trends.

Description of Job
The Data & Evaluation team is a 20+ member unit that strives to increase data knowledge, insights, and accessibility to improve behavioral health care across the state. We value innovation, persistence, drive, and, perhaps most importantly, a well-timed gif.
The purpose of this position is to support the Office with the maintenance of Office data systems, ensure data integrity, and provide technical support to behavioral health providers. Data systems include TMS, CCAR, the DUI/DWAI Report System (DRS), the state Methadone Registry, and future data systems operated by the Office.
The position ensures that providers know how to submit data and troubleshoot any technical issues which may prevent them from doing so. The position assists members of the public seeking technical assistance when accessing DRS. The position creates and maintains technical documentation to ensure continued data integrity and facilitate technical assistance. The position creates and runs reports to test and update data systems. To accomplish this work, the position possesses advanced skills with Microsoft Office products, including Microsoft Excel and Access, and basic SQL skills.
Job duties:
+ This position provides oversight and testing to ensure that Office data systems are functioning, and/or are developed in such a way that they function correctly, once deployed. Data systems include TMS, CCAR, the DUI/DWAI Report System (DRS), the state Methadone Registry, and future data systems operated by the Office. Testing the data system(s) may occasionally require work outside of normal working hours. As a component of this work this position documents business requirements, tests computer systems to make sure functionality matches documentation; log errors when warranted, and coordinate and communicate data system changes with Office staff.
+ This position provides technical assistance to behavioral health providers and members of the public accessing Office data systems. Technical assistance includes, but is not limited to, training, entering/disconnecting users into the system(s), and password resets. The position uses software (e.g., Microsoft Access, SQL) to assist users, troubleshoot problems, and pull data for analysis. In addition, the position coordinates and communicates ongoing provider issues and needs to the D&E Unit. Data systems include TMS, CCAR, the DUI/DWAI Report System (DRS), the state Methadone Registry, and future data systems operated by the Office. Technical assistance may occasionally require work outside of normal working hours.
+ This position ensures that the data entered into the system(s) are accurate and timely. The position further monitors data submission compliance for contracts, State laws, State Rules, and Federal requirements. The position prepares and creates documents that audit contractor compliance with OBH business rules. Data systems include TMS, CCAR, the DUI/DWAI Report System (DRS), the state Methadone Registry, and future data systems operated by the Office.
+ Completes assigned tasks that may or may not be directly related to system oversight, technical assistance, or data integrity, but are required of the Office of Behavioral Health and/or the Data and Evaluation Section for proper functioning. Examples: emergency data requests for various entities (i.e., legislature, public records requests, and requests from the OBH fiscal/contracts team) and any other duties as assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Education:
Bachelor's degree from an accredited institution in data science, information systems, computer science, or similar field of study.
AND
Two years of professional experience in an occupational field related to the work assigned to the position.
Substitutions:
Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.
Additional appropriate education will substitute for the required experience on a year-for-year basis.

+ Experience working with Tableau
+ Experience working with TOAD
+ Experience working with State Medicaid payment data
+ Experience working with behavioral health data
+ Experience in Enterprise reporting and analysis tools
