Organization Local and Tribal Governments:City of Sun Prairie Sun Prairie is looking for its next Human Resources Director, come join our team! This vacancy is due to a planned retirement after 25 years of service. We are looking for a collaborative leader with the ability to develop and implement human resources strategies that support the city's goals and objectives. As a member of our Executive Leadership Team, the Director will be a trusted advisor, providing expert human resources consultation and insights to drive strategic decision-making and enhance organizational effectiveness. The ideal candidate will demonstrate their ability to support organizational change initiatives by providing strategic guidance ensuring effective communication and support for employees during transitions. The Director will be joining a team and will lead our Benefits Coordinator and two HR Business Partners. Our ideal candidate will have 10+ years of progressive human resources experience, local government experience preferred. A bachelor's degree in human resources, public or business administration, or a related field as well as hold a human resource certification (e.g. SHRM-SCP,SPHR, NPELRA CLRP, CPM). Additionally, our ideal candidate should have labor relations experience including experience working with union represented employees in contract negotiations and grievance resolution. Position Summary

This is a Division Manager level position responsible for directing, coordinating and carrying out the human resources function for the city. Areas of responsibility include recruitment and selection, labor relations, safety, records management, classification and compensation, employee benefits, performance evaluations and equal opportunity in employment and service delivery. The work is performed under managerial direction from the Director of Administrative Services and City Administrator. Develops, interprets, and administers the personnel policies adopted by the Common Council and establishes procedures consistent with such policies. Solicits input from all departments on city-wide issues. Develops, implements, and enforces City labor relations programs; researches and develops labor cost estimates, conducts wage and benefit surveys and solicits comments of supervisors regarding labor contract improvements to develop bargaining demands and recommends bargaining strategies; assists in negotiating collective bargaining agreements; conducts exit interviews; oversee the city’s employee assistance program. Develops and administers the recruitment and selection program including advertising, testing, interviewing, reference/background checks, and coordinating medical/psychological evaluation to assist the hiring authority in selecting the best-qualified individual. Maintains and administers the position classification and compensation plan; serves on and coordinates the efforts of the Job Evaluation Committee; conducts salary surveys; drafts job descriptions; and performs job analyses to support personnel actions and development of assessment centers. Provide assistance to supervisors and managers in regard to employee development, counseling and discipline. Advises supervisors in grievance processing and written correspondence. Acts as mediator/counselor in employee and supervisor disagreements. Salary Information

Starting salary $126,156 - $135,719 Full benefits including Wisconsin Retirement System, Health Insurance that the City will pay 100% premium for family and single coverage, Dental & Vision Insurance, Life Insurance, Income Continuation Insurance, Paid Parental Leave (240 Hours), Paid Caregiver Leave (80 Hours), 15 Days of Vacation on start date, Holiday, Sick Leave & 2 personal days. Work is mostly performed in an office setting. Some afterhours work like attending meetings of the City Council, and Personnel Committee. Must be able to pass a pre-employment background check. Qualifications

Bachelor’s degree in human resources, Public or Business Administration or related field, and more than 10 years of experience of progressively responsible supervisory experience in personnel administration and labor relations as well as hold a human resource certification (e.g. SHRM-SCP,SPHR, NPELRA CLRP, CPM) or any combination of education or experience that provides the following knowledge, skills, and abilities.
