Job Summary Under limited to broad supervision, manages human resources functions, including compensation, benefits, recruitment, transactions, operations, and employee relations for Gateway Community Service Board. Develops policies and/or procedures for Gateway. Supervises professional staff and may supervise training and administrative functions. Plans and organizes the unit's work to meet the agency’s objectives. Directs and reviews work assignments. Manages human resources and employee relations functions for the agency. Creates and maintains a high-performance environment characterized by positive leadership and a strong team orientation. Develops and administers budgets. Oversees staff in processing personnel transactions, assisting with problems, and ensuring accuracy and proper documentation. Administers employee benefit programs, including health insurance, workers' compensation, unemployment, Employee Assistance Programs, and others. Provides advice on employee relations issues, grievance processes, personnel policies, and ensures compliance with laws like EEO, ADA, FLSA. Manages recruitment and position management processes. Serves as liaison to employees, outside agencies, and resolves personnel matters. Develops and ensures compliance with personnel policies, procedures, and laws. Coordinates the agency training program and evaluates training strategies. Keeps updated on trends in HR by reading literature and attending seminars. Required Knowledge & Skills Knowledge of agency rules, regulations, policies, and procedures. Knowledge of state and federal employment laws and employee benefits. Ability to organize work, communicate effectively, and use MS Office and HR software. Competencies Human Resource Capacity, Problem Solving, Communication, Ethical Conduct, Time Management, Customer Focus, Personal Effectiveness, Leadership. Required Education & Experience Undergraduate degree in HR, business, education, social or psychological sciences or related field, plus five years of professional HR experience in a supervisory role. Preferred: SHRM-CP/SHRM-SCP or PHR/SPHR certification. Supervisory Responsibilities Establishes goals, monitors performance, provides feedback, and develops staff. Work Environment Professional office setting; some travel may be required. Physical Demands Mostly sedentary; includes talking, hearing, filing, lifting files, and bending. Seniority level
