ERS is seeking an Assistant General Counsel to perform advanced (senior-level) professional legal work for the Employees Retirement System of Texas (ERS). The work involves procurement and contracting; interpreting laws and providing legal advice and counsel; drafting a variety of legal documents; analyzing and tracking legislation; and working closely with other employees in the Office of the General Counsel (OGC) and throughout the agency, as well as with the legal staffs of vendors and other persons and entities with whom ERS contracts. Work is performed under the limited direction of the General Counsel and is overseen by senior attorneys at ERS, with considerable latitude for the use of initiative and independent judgment.
Essential Responsibilities include, but are not limited to
: Interprets and provides legal advice regarding federal and state statutes, constitutional provisions, rules, and regulations, with an emphasis on procurement- and contract-related matters, deferred compensation plans, and ethics. Drafts and reviews vendor solicitation documents (RFPs, RFQs, etc.) for products and services related to ERS business operations and programs; drafts, reviews, and negotiates contracts, statements of work, purchase requisitions, bid specifications, and purchase orders related to ERS business operations and programs; assists with the periodic revision of ERS contract forms; handles other contracts work as needed. Serves as primary legal advisor to the agencys deferred compensation team. Responds to requests for legal services from various agency divisions. Reviews and analyzes pending legislation. Conducts legal research and prepares correspondence, memos, and other written work based on research. May review and respond to requests submitted under the Public Information Act. May assist in developing and writing ERS policies, procedures, and rules; may provide training to ERS staff. May review and respond to domestic relations orders that divide interests in ERS retirement contributions and benefits. May handle or assist with internal appeals related to the State Employees Group Benefits Program. Other Duties and Responsibilities: Performs other duties as assigned. Graduation from an accredited law school with a juris doctorate degree, a license to practice law in the State of Texas, and an active membership with the State Bar of Texas that is in good standing. 2. Four (4) years of experience in the practice of law. 3. Four (4) years of experience with legal research and writing. 4. Two (2) years of experience drafting, interpreting, reviewing, and negotiating contracts and other legal documents. Preferred Qualifications:
