General Description Performs advanced (senior-level) legal work. Responsible for organizing and planning legal activities, coordinating the preparation of legal documents, interpreting laws and regulations, and rendering legal advice and counsel to the agency, particularly to the Operations and Administration (O&A)/Human Resources (HR) and Procurement and Contracting Services (P&CS) Divisions. Supervises staff in these divisions. Reports to the General Counsel of the Office of General Counsel.

Essential Job Functions

Organizes and coordinates legal and administrative activities for the O&A/HR and P&CS Divisions.

Coordinates, formulates, and establishes policies and procedures for the O&A/HR and P&CS Divisions.

Provides legal advice and services to the agency on human resources and employment matters, state agency contracting, the Texas Public Information Act, and related issues.

Coordinates the preparation and review of documents for agency procurement and contracting functions.

Oversees agency records management and Public Information Act functions.

Conducts investigations related to internal complaints, employment litigation and arbitration.

Develops and presents agency-wide training in ethics and related matters.

Drafts and reviews laws, rules, and regulations affecting agency operations and bills for legislative consideration.

Supervises the work of others and evaluates division performance.

Recommends hiring, separations, disciplinary actions, and performance rewards for the divisions.

Monitors and assists in the agency’s litigation representations.

Assists with facilitating Board Meetings and Work Sessions.

Maintains confidential and sensitive information and ensures proper file maintenance and disposal per records retention procedures.

Maintains required certifications and licenses and meets continuing education requirements, including mandatory training.

May operate a state or personal vehicle for business purposes.

Performs other duties as assigned.

Qualifications Minimum Qualifications

Graduation from an accredited law school with a LL.B. or J.D. degree.

Admission and good standing with the State Bar of Texas.

Nine years of full-time experience in the practice of law.

Preferred Qualifications

Experience with employment law, contracts, and state government ethics laws.

Experience with Open Meetings Act and Public Information Act.

Experience in administrative law, legislation, and the legislative process in Texas government procurement and contracts.

Experience in a management or team lead role.

Knowledge, Skills, And Abilities (KSAs)

Knowledge of local, state, and federal laws and regulations relevant to the Office of General Counsel.

Knowledge of public administration principles and practices.

Knowledge of laws, legal codes, court procedures, precedents, and government regulations.

Knowledge of employment, contract, government law and Texas state agency contracts.

Knowledge of environmental law concepts, including natural resources laws.

Proficiency with Microsoft Office; ability to use internet, email, word processing, spreadsheets, presentations, and databases.

Strong legal research skills (e.g., Westlaw and other sources).

Analytical and problem-solving abilities; ability to identify relevant legal issues and develop solutions.

Ability to maintain security/integrity of critical infrastructure within Texas.

Ability to meet in-office requirements and travel up to 10% within Texas.

Ability to work extended hours and weekends as needed; ability to train others.
